D. Editor Nonpartisan Leader: The government bank of' Sweden will celebrate its 250th anniversary as -a -government institution next ' year. As early as 1664 or 1665 a man named Palmstreuch started a bank at Stock- holm. He abused his privilege by is- suing a great deal more currency than he had metal money to redeem it and the government had to step in and | take charge to prevent a panic. After many hard trials it is now not only the oldest but the best-man- aged bank in the world. It is the only bank in the country that has a right to issue paper money and the Swedish crown has held its exchange value higher during the war than the money of any country. The interest chargsd on short-txme , loans to farmers is never more than 1 per cent hlgher than the interest paid deposxtors, in peace times. usually 5 per cent is paid and 6 per cent charg- ed. - The bank has branches in prac- txcally every city in the country and in every farm community a farmer is appointed to act as notary and rep- resentative. If a farmer wants a loan he must get two other farmers to sign the note and then go over to the farmer-notary- and sign in his pres- ence. The note is then mailed to the nearest branch bank with the notary’s recommendation and the farmer usu- ally gets his money in crisp new bills by return mail. The notés usually run for two years, one-quarter to be paid each six months, or it can all be paid when any of the quarterly payments are due. The bank does no farm mort- gage business. This is all done by the government farm mortgage bank that loans gnoney for 40 years at 4 per ,cent interest on the amortization plan. My father was the bank’s represen- tative in my home village and depu- tized me to do the work and collect the fee of 6% cents on each ‘loan.
