This congressman followed the president up to that point. With Wilson he was against war for two years, during which time there were great and influential forces in America clamoring for war. The charge is simply this: That this congressman did not change in favor of war on the same day that Wilson did. Since the declaration of war, however, he has been as anxious for victory as the presi- dent. He has done as much to win the war in his sphere as the president has in his. - Consider this.also: The legislature of Wisconsin sent this con- gressman a memorial, passed by a big majority of legislators, ask- " ing him to vote for peace and against war. A referendum was taken in one of the counties of his district, which showed 900 against war and 10 for it. He voted against war. “disloyal.” The above are the facts. They show the cheapness and hollowness of the charge of disloyalty made for political purposes. All this is aside from the fact that in a representative govern- ment it is dangerous to establish a precedent that no member of congress shall vote against war, under penalty of being hounded, persecuted and abused if he does. If such a precedent were estab- lished, what would there be to keep us out of unjust wars? When- ever anybody proposed war, all congressmen would have to vote for it. The proposition is too preposterous to discuss. This Wis- consin congressman should be returned by his district, because he has faithfully supported every necessary war measure. The test of a congressman’s loyalty is how he stood AFTER the declaration of war, not BEFORE. Many men in congress who voted for war have nevertheless an unpatriotic, if not downright disloyal, record since the declaration.
