This is all of the new program, but . some things like cement walks to replace wooden ones, now-badly decayed, and for improved drives and for better care of the grounds, add $4000 to the sum total. There is an item of $17,133.86 desig- nated “deficiency on heating plant,” which has been carried on the books for some time and grew out of the emerg- ency appropriation to replace the old heating plant when it burned down. The emergency appropriation was for $15,000 but the actual cost was nearer $40,000, and the balance stands against the col- lege’s funds, and should be charged off and tzken up by the state, in the belief of the college financiers, The college has also been required of late to carry its own insurance, which took $8500 more out of its appropria- tions, and which the gollege holds ought to be replaced by appropriations, Addi- tional equipment to cost $6000 for the department of mechanic arts is asked for, When this department was put in run- ning order it was equipped largely with machinery bought at second- hand, ard this has now, been about worn out.
