Yo ROYALTY RATES SHOW TAX VALUES TOQ LOW There are many things that indicate that this valuation'is entirely too.small. One thing is the royalty charges that prevail in ' the mining districts. A royalty is a price per ton paxd to the —owner of ore deposits by a muung oper- ator for the privilege of mmmg the ore. In other words the ore in the ground must at least be worth the price a mining' operator will pay an owner for it. . The operator ‘must pay the royalty, pay costs of mmmg and" tra.nsportatlon and make a profit in ordér to do business. So he can not pay more royalty than the ore is worth. The royalty rates in the anesota. iron ranges, except on state-owned ore lands, average twice to three times the value of the ore given by the tax .com: mission for taxation purposes. The tax commission in 1914 gave the ore an. average value of 37 cents a ton for tax- ation, yet the tax commission in its report of that year admits that royalties on ore ran from 50 to 82 cents per ton. If the ore is’ worth 50 to 80 cents a ton “to mine operators, if they are willing to pay that price for it in the ground, why is it not worth that price for taxation, especially as the law provides that the - tax commission shall find the true value of the ore. The tax commission- does not explam' this . point, but it makea the following . referénce to it: “In this connection it is well for the . commission to-plainly state it- does not -consider royalty as a factor in determm ing the value of iron ore, and it is ent;rely ignored in:its calculations.” No._explanation ‘whatever is made by the tax -‘commission for this action in disregarding royalties®.
