The compound notes, the 7.30s and sertificates of indebtedness yield the holder abont 6 per | oent per annum iu currency. The rate of interest and the | Rind of bonds the Becretary of the Treasury will offer in Bis mext proposition to fund the currency debt is & good deal debated, snd be is strongly urged to re- peat the financial blunder of the Spriug of 1861, aad offer a 5 per cent boud. That weak yiclding to a slamor for s 5 per cent bond deranged the operations of Sbe Treasury, and made the issue of 7.30 in currency neces- sary, t0 say nothing of forced loans in the form of come pound notes, and its resulting damage to the business of e country. What the Treasury needs is a bond which will sbsorb the compound notes, temporary loan, and the wartificates of indebtedness in full. This can only be found in 8 6 per cent gold security, and it will be a great Bsapcial success if it can be accomplisbed with a 520 vond, With specie payments restored, 5 per cent gold bands are uot s desirable eecurity in & country where people are accustomed to scramble for capital ot 8, 10@12 per cent per anpum. There is no presont de- mand for such a bond, and those who are persuading the Secretary to repeat the experiment of 1864 will realize the fact if the attempt is made to fund the dobt at a rate below the fair price of money in the United States. ‘The Stoek market is unfavorably affacted by reports of sholers, and a disposition is showx to close up.
