NEW. YORK HERALD, FRIDAY, MARCH 21, 1879.-TRIPLE SHEET. FINANCIAL AND COMMERCIAL. The Stock Market Active and Feverish. Govemment Bonds Quiet, States Active and Railroads Irregular. MONEY ON CALL TIGHT AT 6A 7 PER CENT. which Shakespeare pictures as breathing “Upon a bank of violets, stealing and giving odor,” created rather a stench than a perfamg in financial circles this morning when it was known that the New Orleans banks had virtually suspended pay- ments. It appears that something has gone wrong im bank circles in the Crescent City. There has been an obscuration of the éatellite fractionally devoted to Diana, and an eclipse of bank credits to such an extent that depositors have gone mooning about to- day with checksin their hands and no money obtain- able to meet them with. As well as can be gathered from telegraphic reports, a semi-money panic developed itself in New Orleans yesterday which threatened a “run” upon the banks to-day. It is not clear whether the fight. grew out of: the deprecia- tion of the State credit, as manifested by the dectine of levee bonds, or from local causes; but it. pre- yailed, nevertheless. To prevent any senseless panic, however, the Clearing House banks have taken what appears to bea most prudential step, in refusing to pay out to any one depositor ® greater sum than $200, There appears to be no question as to the sol- vency of the banks, and no desire upon their part to guard against anything but an inconsiderate raid, which would be simply dibastrous to the institutions themselves and to the business community at large. We understand that the. banks in question” dgter- mined, by resolution, to maintain this state of quasi- suspension for the period of ten days, within’ which time it is expected that sufficient funds ‘will be received from the North to relieve them from all pressure, Exaggerated accounts circulated early this morning, reporting a general collapse among the New Orleans banks, had the effect of lowering the prices, of shares {0,s considerable ‘extent upon’ the stock market here. After midday it began to be un- derstood that the reports were characterized by a great deal of cry and very little wool, and that there was really nothing in them to depress values, Ac- cordingly prices responded promptly, the latent tone to the market answered, as itis prone to do; to the promptings of s bull movement, and quotations were advanced throughout the list. The grangers were strong and advanced, particularly the St. Paul prop- erties. Upon the preterred shares of the latter a div- idend of 334 per cent was declared to-day out of the earnings of last year, and after deducting the same & balance of undivided profits for the year 1878, amounting to $677,550" 55, is carried to the credit of thecurrent year. The report im extenso will be found below. Western Union advanced to 1053, at one time and at the close gold at 1033¢, ex dividend orn 1% percent. Although hardly up to the best tig- ures of the day’ prices generally were firm at the end, partly because speculators are getting over their scare as to any serious tightness in money and pertly because the innate elasticity of the market assorts itself in the direction of improvement on every oppor-” tunity. ‘The opening, highest, lowest and closing prices of stocks at the as follows:— N.Y. The subscriptions to the 4 per cents to-day amounted to only $47,000, a8 the government has called up a deposit of 5 per cent, and consequently has put 4 stop to speculative purchases, The closing quotations were as follows: — Bid, Asked, United States currency #ixes,........1211¢ an 100% United Stites sixos, 1881, registered. .106 iH United States sixes, 1881, coupon. ...1065¢ United States sixes, 1867, registered, “tone United States sixes, ed coupon \ United States six United States sixes, iso : United Stutes ten-forties, register United States 44's, 1891, coupon United States fours, 1907, registered... 98 4 984 United States tee 1907, coupon... 99)¢ 9 Central Pacific gold bonds...... +108 State bonds at thé Bosrd to-day were active. There seems to be no prospect of relicf for the unforta- nate holders of the consols, as, to the de- spatches of to-day, both the State and the banks are on the verge of bankruptcy.
