The compendious, double-barreled adjectives which could alone do justice to s description of the stirring events on ‘Change during the past month may at last give way to s milder sort, as better fitted to sketch tho diminished business of the weck just passed. In fact, this period was marked by a duain- tendo movement, not onjy in the bulk of transac- tions, but in degree of popular intercat and in changes of values as well. There were not so many speculative shoulders at the wheel, nor were they of the same vigorous sort which had so long and per- sistently been pushing the market upward, but rather of an amateurish and weak margined kind, that let prices alip back at most unexpected moments find created s distrust lest tho car of prdyreas be mived entirely. There was some calling upon Jupiter in the guise of the great bull operators to give the market a lift, but the response was partial andjuncertain, and the smaller bulls profited little from their invocation. It resulted, therefore. that prices became exceedingly irregular and the general pulse of the market feverish, though on the whole values tended upward, showing at the end of sho ‘week-an improvement, measurable in most cases fractions, but in a few by units. Among these latt wero Erie, Michigan Central, Lako Shore, Rock Island, Ohios, the grangers and tho ‘anthracites, the gain ranging anywhere from 1 to 5 per cent. ‘ Though there was less “go” to speculation the progrest was @ much more healthy one than had marked the previous rear'ng, tearing advance, which got out of breath at the miost critical moment and came down with a flop, to the injury of ‘profes- sionals and the discouragement of the public. -It is sincerely to be hoped that we shal] see no repetition of this forcing process, but that prices will be al- lowed to take their way, slowly but surely, to that higher level which they must ultimately reach. ‘That this opinion is pot s chimerical one is war- ranted by the fact that signs of improvement are seen in all parts of the country; that the rate of in- torest is likely to rule permanently lower, and that the value of ell properties that are returning or have fair prospects of returning 5 to 6 pescent per an- num will rule in the neighborhood of per and will stay there. Prime commercial paper was scarce and sold at 3.a 434 per cont. The bank state- ment was less favorable and shows a decrease of $3,097,400 in the total reserve, made up of a loss of $2,918,400 legal tenders arid $784,000 specie. ‘There is on increase in the loan ayorage of $4,038,300 and ot $163,100 jn the deposits. To tae Epitor or Tax Henatp:— I think great praise is due to the New York Post Oilice officials for the vigilance they show in their dealings with the public. For exam- ple, I recently sent an old shirt through the Post Office from Connecticut to a New York firm as a pat- tern to make me some new ones by. I of course pre- paid the postage, but the Post Office authorities in New York charged fifty cents extra to the shirt maker ‘because they had discovered my almost washed out name written on the flap, claiming thut that cireum- stance entitled them to levy letter postage on the old shirt, Some time ago I had occasion to write from Spring- ficld, Mass., to New York city, andin my burry pet on the envelope a one cent stamp instead of a cent stamp.
