(py TELEGRAPH TO THE HERALD.) NasHvI.ux, Jan, 31, 1879. The Tennessee Legislature to-day took a recess until February 11, This recess was partially taken for the ostensible purpose of allowing a committee to investigate alleged frauds in the issuance of State bonds, which three democratic Legislatures have already passed upon and indorsel by funding them. But the most pertinent reason for the recess is the remarkable change of senti- meut wrought by the suits brought against railroads and the namby pamby course the Legislature has pursued with reference to the State devt, whieh, it is generally believed, would have been settled had Governor Porter's recommendation to compromise its liabilities been heeded. In an effort to further cultivate popular favor the Legislature has over- reached itself by reducing the salaries of public offi- cers throughout the State to beggarly sums, not- withstanding the fact that there is $500,000 in the State treasury. The members of the Assembly now return home to see what their constituents think of their twenty ays of legislation. The republicans are using Gov, ernor Marks’ message as campaign literature, and to that end are forwarding it to all portions of the North, It is understood here that Maryland is tho Southern State which it is proposed sholl bring suit against Tennessee upon $50,000 of funded interest bonds, which will be given to the Peabody Institute of Baltimore for the purpose of making a test case in the United States Supreme Court, which has origi- ual jurisdiction in such suits between States, ARMY INTELLIGENCE.
