The Hxnatp's special correspondent in Dublin telegraphs as follows:—‘‘Dr. Gil- looly, Roman Catholic Bishop of Elphin, has been appointed by the Pope to the high position of Apostolic Delegate from the Holy See to Canada and the United States. His jutisdiction will extend to the Catholic clergy of the United States, as in the case of his predecessor, Dr. Conroy. Dr. Gil- looly has been for nineteen years Bishop of Elphin and is distinguished from his fellow bishops in Ireland by his activity and energy. WHO SHALL SUCCEED THE CARDINAL? “The appointment of a successor to Cardinal Cullen is a subject of much spec- ulation, not alone in. Ireland but in Great Britain, and it will be judged from a politi- cal as well as froma religious standpoint. The clergy of the archdiocese have not yet spoken, as they must, according to custom, nominate three candidates, classed respec- tively as dignus, dignior and dignissimus, before the Pope makes his final choice, He may take one of the three named by the plergy or he may reject all three and select the Cardinal's successor from another diocese, or from some of the religious or- ders, as was so frequently done by the late Pope. In any event the appointment will probably indicate the political course the present Pope intends to follow in Ireland, and will determine the attitude of the Irish people toward the Vatican. POLITICAL SIGNIFICANCE, “In this connection the reports recently published in the English press regarding an understanding said to have been arrived at between the British government and the Vatican with a view to putting a curb on Irish disaffection are re- called by many Irishmen and dis- cussed by the Irish press with a warmth which shows the existence of strong opin- ions, The appointment of an Englishman would certainly be resented, and even an Irishman determined on continuing the crusade begun by the late Cardinal against the nationalists would have an arduous task before him.” GREAT BRITAIN TO BE COXSULTED. The Pall Mall Gasette’s Rome despatch says itis reported that Cardinal Edward How- ard, a native of England, nominated in 1877, has been offered and has de- clined the Archbishopric of Dublin as successor to Cardinal Cullen. Cardinal Nina, the Pontifical Secretary of State, will consult Great Britain before filling the vacancy, and will also ask permission to send a Nuncio to London, without de- manding a British representative at the Vatican.
