Sir Stafford Northcote, speaking at Birmingham last night, admitted the depression in trade and consequent loss of elasticity of the revenue, Nev- ertheless he did not anticipate the necessity of ask- ing of the country renewed sacrifices. He condemned over anxiety respecting the tulfil- ment of the provisions of the Treaty of Berlin. Disturbance of the waters does not cease with the falling of the wind. An important mo- ment would be next May, the period of complete Russian evacuation. He was convinced that the Powers would not suffer the Treaty of Berlin, which cost so much, to be set aside. This city is absorbed in a melancholy contemplation of the terrible picture of crime and ruin presented in the official re- port of the examiners of the broken City of Glasgow Bank. The figures and facts are so overwhelming that even financial minds, familiar with figures and cash books, seem A kind of apathetic paralysis appears to have seized upon the citizens. The business exchanges are absolutely stagnant, neither better nor worse. Yesterday's fears of a panic anda run on the banks were fortu- nately not realized. igns of approaching punishment for the directors are visible and eagerly hailed by the whole community. PEF day WHERE SHALL JUSTICE BEGIN? On the question of bringing the directors of the rotten bank to justice the Glasgow Mail says:—*‘The falsification of the balance sheets render the directors civilly respon- sible to the purchasers of the shares, but is this the only responsibility incurred? In England the question has, certainly been tried by the institution of a criminal prose- cution, but in Scotland everything depends upon the view which the Lord Advocate may take of the case. THE SCOTCH TWIST, The important feature in the report is the deliberate falsification of the re- turn made to the government of the gold held by the bank against the notes issued. The legal issue was limited to £72,921 ; but atthe suspension of the con- cern the note circulation was £863,403 and the coin amounted to only £321,753. But the deficiency was made to appear less by illegally including the coin lying at the bank's branches. This scandalous proceed- ing exposes the bank to tremendous penal- ties under the laws of Great Britain, VALUE OF PROFESSED RELIGION. The Glasgow Evening Times says :—‘'The statement in the London Times of this morning, as telegraphed to us, that the story is ‘one of the most disgraceful in the whole history of banking’ cannot be denied, and is, perhaps, all the more disgraceful because of the fact that the scandal and crime occurred in professedly the most re- ligious city in the most religious country in the world.” It is doubtful if anything more will ever be heard from thia side about «wild cat” banking in America. THE GUILTY DIRECTORS—CRIES FOR JUSTICE— A FORMIDABLE ARRAIGNMENT, {From the Evening Telegram of yesterday. } SPECIAL CABLE DESPATCH TO THE TELEGRAM. GLASGOW, Oct. 19, 1878, The Excitement with respect to the Bank of Glas- gow’s financial statement is hourly increasing. With reference to the financial statement made yesterday by the accountants employed on that de. funct institution, the Herald, of this city, makes the following comments tn its issue of to-day:— “A more melancholy and complete scene of finan- celal wreck and ruin was never velore witnessed, The aetails given to the public tar exceed the worst anticipation, and one can but stand appalled before the starting revelations of culpable mis. management. Frightiul reckiessness has been displayed, bristing with transactions of the most dubious character. The details of the bank's Josses are read with mingled teelings of shame for the country, compassion for the unhappy share- holde: 1 with burning indignation against those who have brought this dire calamity on both. The law will offer no protection for society at large if an attempt is not mode to ascertain the legal responsibilities of the men who have proved thus false to their trust, and guided the bank to its doom. We deeply regret we have not one word of comiort to give to the unhappy share. holders who, doubtless, ere long, Wiil have their all swept away in making up the loss, which aggregates £5,190,983, to which has to be adaea the capitat of £1,000,000."" They al- lege that when the real facts are laid bare they will throw into the shade the most malicious rumors concernivg the malleasance of the direct- ors, No single form of fraudulent concealment has been resorted to, jor the single reason that every conceivable method of deception and deceit has been practised, These frauas have been carried on with @ reckiess audacity that mocks the con- jectures 01 the most cynical criticism. GUILTY OF EVERY SIX. “There is no sin against sound banking, honest bookkeeping, common good faith, which the men Who have managed the defunct bank have not been guilty oi—not once or twice, to conceal an Occasional slip or to tide over an exceptional dim- culty, but careiuily, deliberately and with @ set Purpose. Month after montn and year after year they nave done this to gratify their own setfish ends, thus serving to increase the enormity of their offence. itis almost impossible to imagine the sad results of the wide-reaching mischief ac- complished by these guilty men. They have hed to the government in the matter of their financial standing, they have defied the law and they have defrauded the public. They are the meang ot bringing ruin to hundreds cf heipless meu and women, whose sole crime was that they did not know that the directors of the bank were knaves of the biackest dye. RECKLESS RASCALITY. “The directors have encompassed these crimes to be able to carry on speculations for their own profit or the enrichment oi their friends, They will have ere long to answer for the accumuiation of misdeed upon misdeed—so reckless and suicidal indeed, that but for the unmistakable evidences of deliberate fraud one would be tempted to put the whole thing down to hopeiess dementia. No ques- tion exists but that tne directors have done wrong. They cannot piead that they have acted in a haphazard or unknowing Jashion. Their misdoings are almost all, without exception, of the most deliberate kind.
