His Majesty promises to meet the ex-President at Singapore and to ac- company him thence to Bangkok. The King has already brought the subject before his Council of Ministers, and Suri Wongsi, Minister of State, will prepare an address of welcome. ‘he festivities at Bangkok during General Grant's stay in ‘“The Land of the White Elephant’ will be on the Brandest scale, All the foreign residents are anxiously looking forward to his arri- val, and, without distinction as to nation- ality, will take part in the reception. AFFAIRS IN FRANCE. The Henaup’s Paris correspondent tele- graphs that President and Mme. MacMahon yesterday sent General Noyes, Minister to France from the United States, 5,000 francs ($1,000) as their personal contribution tow- ard the yellow fever fund. Gambetta’s Great speech is still the chief topic of conversation in Paris. The Times’ Paris correspondent says:— jotwithstanding the approbation M. Gam- betta’s speech at Romans, on Wednesday, met with on the part of the republi- can press, it has made the moderate republicans uneasy. It is not thought that the programme will contribute to the success of the Senatorial elections, tor it opens up a fleld to dis- sussion in which the adversaries of the Republic wil find it easy to exaggerate the orator's words and show that the Republic proposes to lay hands bp every existing institution in a revolutionary sense. I heard the speech objected to by men who are neither clerical, nor monarchist, nor Bonapartist, who regret that M. Gambetta formulated a programme the smalles: fault of which is that it is inopportune. It is possidle that M Gambetta has speclai reasons for having done 80, but, if he has, they are not known.” Jhe Journal des Débats says it has nothing to urge against M. Gambetta’s opinion about the conver- sion of the five per cent rentes, but his moral objec- tions to such a course are not tne ouly nor the strong- est objections. The Vatican has decided to instruct the French bishops to spare no efforts to counter- act the effects of M. Gambetta’a speech. Speaking of the Vatican, a Rome despatch states that Car- dinal Nina, Papal Secretary of State, has sent a circular to the Nuncios, asking them to ascertain how the respective governments would view ex- treme measures, which the Vatican may possibly be obliged to take Wo preserve the authority of the Vope against the hostile attitude of Italy, which is chiefly observable in the exercise of the Royal prerogative relative to the nomination of Bishops.
