HOW EELS ARE CAUGHT IN WASHINGTON. To rus Eviros or Tax Heraup:— There 18 no'reason why Washington should not be the healthiest city in the Union, but from what I saw last Sunday at one of the hotels in that city the water works may have something to do with the health of citizens and strangers, I saw a plumber examining the piped of the hotel, as the water was cut off or obstructed irom some cause unknown. After disconnecting the water pipe he with a pair of nippers drew out a dead cot fish some twelve or fourteen inches in length and avout one inch jn thickness, which had com- pletely stopped up an inch pipe. After seeing how eols were caugut m Washington we did mot order them 1d tor our breaktust, but we carefully examined ach glass ol water to see if auy of the email fish had succeeded in forcing their way through the pipe: Wasuinatos, D, U., Ovt, 10, 1877, A. PROTECTION TO FEMALES, To tux Eprror oF Tax HunaLp:— Tho statement of “H.C, M.’? in Friday’s Heap, referring to the insults she and numerous other females are subjected to who pass along Park row, 1s quite correct. I grant that some of the working girls in this city are very forward, and will flirt most outrageously im the streets, thereby encouraging and making more bold a class of individuals in the shape oi men who appear to have no other aim in life or occupation but that of looking at and insulting every female who appears on thestreets alone, This is applicable, I am sorry to say, to a large number of tho clerks employed in New York. Now, if a girl is forward and courts attention, she has nobody to biame if amsulted but~ herself, wut i! she deports herselt proporly, it is the piace of the city officials to see sho 6 not molested. This, however, could all be avoided if our young men would only remomber their self-respect, and treat females as they would like thoir wives, daughters or sisters treated by others. Still there are so many that arodevoid of this it should be the duty of our police to put a summary stop to all such proceedings; also so foul langauge and swearing on all our prominent thoroughfares, as coming under the bend of disorderly conduct, Many times tho writer has beon compelled, while riding in a street car, to silence profanity and foul language, principally ut- tered by car drivers and frequently by sama std ORT + REAL ESTATE, There wore but two parcels sold on the Exohango yesterday, as follows:— BY A. THE LIBRE, The libellous articlo was an editorial in theShanghai Courier relating to the release of Benjamin Pease, an American, charged with murder, from the Consular prison without any legal process, Pease had pro- viously tried to bribe his jaller to permit his escape by an offor of $7,000, Mr, Myers appealed tothe State Department, denying the charge of inspiring the libel and demanding an investigation betoro bis final dis- mist He received from President Hayes a notifica- tion that he was pended from office dated June 6, 1877. Mr. Myers believes that this summary action would not bi beon taken had the President known all the facts in the case, The charge of having caused the publication of the libellous article, be says, is frivolous pud a mero pretext. A CHINKSE OFFICIAL INSULTED, The first intimation that Myers had of the rotten. ness of bis predecessor's administration was at an 1n- terview with tho Voatal of Shanghai, when he made a ceremonial visit to Minister Soward, ‘The Toatal ap- peared to be a.man of unusual culture, ‘tHe wus shocked, however, to hear Seward, immediately atter bis first salutation, address the Toatai in a very harsh ting manner, saying to bim in substance, nh obstructionist and in reference to theso roads you have lied. You area liar and you koow it. You area liar anu I will have you removed when 1 go to Poking.’ ‘To this the Tontal responded that head notcalled on business, but mmply to pay a ‘visit of courtesy to the Minister of the United States, aud then arose to take his leave, when Seward or- dered him to sit down, saying that he wag not through with nim, The Toate: paused a moment us if about to reply Sndigoantly and then retired, evi- dently ‘smarting under the humiliating tasult no had been subjected to Seward, Amazod at this. remarkable scene ra made inquiry to ascertain why the American Minister should treat with such indignity one of the highest functionaries of the reulm he was sent to preserve amicable rela- tions with. He learned in a very brief period that the Toatat ag heir Sewara’s displeasure by protest- ing ag the construction of a wagon road from Shang! to the American settlement and of a railway from the former place to Woosung on the seacoast. Seward was interest in both of these enterprises and endeavored to force them upon the Chingse peo= plo im spite of the principles of imternational law and a stipulation m the Burimgame treaty, by which the Empire of China reserved to itself the right to manage its own internal affairs, ’? BKWARD'S ALLEGED IMPROPER MOTIVES. It 18 charged that Seward intended to use his official relations with the imperial governmont to carry out the construction of a railroad system) whose ramifi- cations would traverso the whole of the eaters to perpetuate in own hands ‘a monopoly by which he and ‘eres should gain milhons of doilars; and that he — was not prompted tn this project by any bonevolent toter- est in the progress of the Chinese, but by bis seliish personal ambition and avarice, Ina leer written to 0. E. Bradiord, the Vice Consul Genral of Shanghai, in which he directs him to use the machinery of hig office to promote this speculation, Le says:— “T would avoid any declaration which would call inte question the sovereignty of the Emperor over the soil, and the right of bis government to control works of @ public nature, sasiern peoplo are suiliciently hikely to consider usas aggressive in tbe pursuit of our Lag te ‘and careless of their rights without our giving them actual facts upon which to support such a belict’? But should this style not succeed Seward points outa remedy other than diplomatic duplicity. ‘He says:—‘Such und other considerations of the sort youcun freely urge, and always 48 a last resort say That il they desire to restrain the enterpise the only practical course is to take legal action in the British Court? Considering the tact that Mr. Seward ia went to China to preserve cable relations bo- tween the two countrics, thia is certainly a most ex. traordinary attitude for bim to have assumed, and exhibits foreibly his indifference to treaty suipuiauions when his personal interests are at stake, The ulti. mate result of all this duplicity was the construction by foreigners, and the subsequent purchasogby the Empue of the Shanghai and Woosung Railway ip exe cess ol its value, The purchuse was ata sum of about $100,000, made with no other view than to check the caiamity which India was subjected to by allowing 1 English to mavago their internal concerns, * .* * Mr. Myers also charges that both Seward and Brad ford advised him to take charge of bis office, in. defi. ance of the Jaw and the expressed wishos of the Toutai, in advance of the arrival of bis exequatur trom Peking, and that their object, was to weaken him Ollicially as Consul General and win bim over to Lbeir side of the controversy’ relat to tho railway and wagon road by mukiog him an enemy of ti Yoata When Myers roceipted to Seward tor property and money of she Consulate Goneral, ne warped that there was a sum of $250 in dispute be- tween Seward and the government. But as Seward claimed thpse burldings as bi private property and charged rent for them {t can hardly be deemed a suflicient explanation. Shortly after Mycre’ arrivai in Shanghai to him were pointed out several blocks of buildings owned by Seward, who Was reputed to be worth a quarter of a million dotlars, although he bad arrived in Cuipa at the age of twenty~ one, without means and bad, been constantly in oflica with employments not exceeding $7,000 a yeur, Atnong otner buildings which he owned wero avout Jorty housea regularly occup! by Ching pros. titutes, cach house paying a monthly tal of from $6 to $8. Gazette, Sept 30) + Asad and iamentable affray between two old citizens of our county occurred at the ranch of David Evans, about six miles trom Hornitos, on Monday last, which resulted in the death of Mr, Evans, caused by a gun- shot wound inflicted by Moses V. Northrup, The aol- mosity existing between the partics was an oid feud, caused by the burning of Evans’ barn some seven or eight years ago, which Evans charged upon Northrup, aud ever since the occurrence 9 deadly hbstility had existed between’ Evans and Northrup, On #riday of lust week Jobn Norturup, brother of Moses, in com- pany witb a pian by the name of Howard, wont over to Evans’ ranch to purchase fruit, After. getting it pay was offered, which Evans refused to take, at tho samo time stating shat he did not want the Nortbrups to come about bis ranch, as doses had burned his barn sevea or eight years ago, This conversation was quickly communicated to Moses V. Northrup, who, ou the following Monday, armed himself with a double barrelled shotgun and six-sbooter, and in compuny with one Pollard, went to bvans? house, Kyvans, at the time, wi short distance off cutting wood, Northrup seat word to Evans that ho was armed with a shotgun and pistol and to meet him on equal terms. Evans soon appeared with a shotgun, and asked Northrup if the distance or ground should ured. Northrup replied that he did not care, hen asked, ‘‘Are you ready?’’? Norturup ro- ed, ‘Ready,”? whereupon they both fired almost simuitancously, Evans’ fire said to be a little the iirst, Northrup’s shot proved fatal to Evang, one ball pone- trating the right temple into she brain, Evans fell forward upon nis face and was insonsible tll dean came to his roliel, avout six bours aferward, North- Ox. rup escaped unburt from Evans’ fire, which foil in frontand around Norturap, Norchrup, with Poilard, who was deemed to be accessory, went to Hornitog and surrondered themselvos to the authorities, and after a preliminary examination before Justice Carr, on the 26th, were held to answer belore the next Grau Jury.
