It is true that Mr, Randail is here, but ho is quietiy domiciled op Capito! Hill, while sir. Cox is at the Riggs House and Mr, Morrison 1s at Willard’s, but none of them will submit to be interviewed or discuss the merits of their Fespective claims to the chair, There are probably two dozen Congressmen scattered about the city and may be ag many more listless hangers on and politi- cians, but in other respects the city 1s as quict asin while the problem of the Speakership 1s Jast os unoertatn, or as certain, as it was six months ago. This is really all there is in the question to- night, although the caucus to determine it is only a week away. The fact ts, all calculations at present go for nothing. The probabilities continue to favor the chances of Mr. Randall for an easy olection; but there | is view of the fact that it is barely nine days to the meet- ing of Congret SENATOR PATTERSON'S CASE. Chiet Justice Cartter naving last night tssued a warrant, on the requisition o! the Governor of South Carolina, for the arrest of Senator John J. Patterson, a visit was soon thereaftor made to the residence of the Senator ty the Marshal, when !t was ascertained Mat the Senator was not at home, His counsel, Messrr, Shellabarger, Wilson, Cook and Charles Pelham, attorneys of this city, however, knew of his whereabouts, and accordingly prepared a petition for Awrit of babeas corpus in advance of tno service of the writ for arrest by the Marshal, When all tho preliminaries {or tho petition of a writ of habeas cor- pus wore completed the Marshal was informed of tho locality of the Senator, whereupon the arrest was made by him, and immediately tuereafter counsel ap- plied te Jadge Humphreys fora writ of habeas cor- pus, the petition being basod upon the following grounds :— First—That Senator Patterson was regularly elected a Senator of the United States in 1872 and shortly altor came tothe District of Columbia and bas re- mained here in the discharge of bis duties; that dur- ing the interval from that period to the present he has visited South Carolina several times, but tbat he bas committed no crime in that State and that De has continued to reside here temporarily as a Senator; | therefore it cannot be said in the terms of the requi- | sition t he is alugitive from justice. Second—The term of the court at which the indict. ment was found was not the regular term of the court, Jt was not held at the time and place authorized by Jaw, and consequently the finding is of vo validity, acd tho indictment oa which the requsition was tounded Is void Judge Humphreys issded the writ of habeas corpus, addressed to tho Coroner, who served it on the Mar- shal, demanding that he produco the body of Senator Patterson, The Marshal, in obedience to the writ, did so, There was present, among others, Mr. Richbourg, agent for the State of South Carolina, who brought Dither the requisition for Senator Patterson, who is enarged with tne crime of conspiracy to bribe mem- bers of the Goneral Assembly, and with counselling and procuring Miles G. Parker to commit grand lar- ceny, &c. As it was now five o’clock in the afternoon, and too late to proceed with the case, it was stated by Judgo | Humphreys that, ow:ng to bis duties in court, he could not bear it until Wednesday. t Mr. Richbourg asked that the hearing be postponed until Thursday, so as to allow time for the arrival of the Attorney General of South Carolina, To this Judge Humphreys could not accede, owing to the prossure of other business on that day and the Temainder of the weck. The result of the conference was a postponement ‘untilthe 17th inst., or two days after the meeting of the extra session of Congre: Senator Patterson gave bail for his appearance at that time in the sam of $2,500, Ivory G.
