NEW YORK HERALD, SOUTH CAROLINA. . THE QUESTION OF PAYING THE INTEBEST ON THE STATE DEBT—DIVIDED COUNSELS AMONG LEGISLATORS— ADVOCACY OF REPUDIATION OR FPOSTPONEMENT—¥FEELING IN MELCANTILE CIBCLES, {BY TELEGRarH TO THE HERALD) Caariestox, May 13, 1877, Political issues in South Carolina are becoming over- shadowed by financial questions, The stringent Usury law which the granger element in the Leg's- sature has been advocating has been staved off but the fight over the State debt this weck promises to be hot and very doubtful as to the result, The mercantile interest of Charleston is using ail its inv tluence to upbold the honor and credit of the State by curing @ faithfat observance of the terms of the adjustment of the public debt solemnly exes cuted three years ago, and Goversor Hamp- ton is steadily exerting his great personal influen the same direction and has been so far successful as to have prevailed upon the Committee of Ways and Means to msert clauses in the Appro priation and Tax bills reported last week, providing jor the payment of tho interest coupons; but the pr posed tax for this purpose will encounter a fierce op- position in the Legislature. THK GRANGER SENTIMENT. The democratic majority in that body is largely composed of farmers without experience in public aflairs, and with but one idea us to their duty as legislatora—namely, to lighten to the utmost the tur- dens of the taxpayers. The opponents of the interest tax are of two classes, the first and more numerous urging absolute repudiation of tne evtire public debt so hut the State may begin alresh like a disebarged bapkrupt; tne second class basing | their objettions chiefly ou the present poverty o1 tho people and urging tbat no action of any kind be taken with regard to the debt until south Carolina shall have bad a full year of home rule to recuver trom the pros- tration caused by bad government. Both classes are sustained by the knowledge that the interest tax will be unpopular with pine-tenths of the taxpayers who are too ready to regard the settlement of the debt under the Consolidation uct a8 tainted with the same public rascality which piled up the original debt trom $6,000,000 to $16,000,000. ANMIMOY IN RUSINESS CIRCLES. How far the efforts of Governor Hampton and his immediate supporters will avail in resisting the com- bination (o reject the m reported by the Com- mittee of Ways and Means is u question that givos much anxiety 19 business circles here, especially be- cause Charleston, with its vast ewke in she wellare of the State, is absolutely unrepresented in the Legislu- (ure, and the democratic caucus which moet last night discussed the financial question til] midaight and ud- journod without arriving at any definite understand. ing.
