Bids for supplying the Post Office Department with postal cards for the uext four years are to be opened at tho department on Wednesduy next, and there is likely to be a very lively competition among the dif~ ferent manufacturers, This 1s the secoud time pro- posals have been invited, the first bids having been thrown out om the representation of the other manufactarers that the style called for, known ag three-ply, having faces and backs of different colors could only be made by two or three manufacturers, and, therefore, amounted practically to a monopoly. (a order that justice may be done to ull, bids and specimens will be received from both classes of manu- lacturers, and whichever 1s nonsidered the best suited to the interests of the government will be selected, CIRCULATING WITHOUT AUTHORITY, When, in 1853, the inland postage of the United States was reduced to three cents, Congress provided by law for the issue of the small three cent coins as an accompaniment to the rew postage system, but in subsequent legislation no provision was made forthe coinage of the three cent picces, and in the revision of the laws the statute providing for the three cent cojns 1s wholly omitted, so ‘bore 18 found in circulation at this time this little coin without apy apparent legal authority for its existence. The stringent sury law which the granger element in the Legis- ture has beeu advocating has been staved off | until the regular session, but the fight ovor the | State debt this week promises to be hot and very doubtful to the result, The mercantile interest of Charleston is using ail its inv tluence to upbold the honor and credit of the State by curing ® faithfat observance of the terms of tho adjustment of the public debt solemnly exe> cuted three years ago, and Goversor Hamp- ton is steadily exerting his great personal imfluence im the same direction and has been so far successful as to have prevailed upon the Committee of Ways and Means to msert clauses in the Appro priation and Tax bills reported last woek, providing Jor the payment of tho interest coupons; but the pro- posed tax for this purpose will encounter a fierce op- position in the Legislature. TUK GRANGER SENTIMENT. The democratic majority in that body is largely composed of farmers without experience in public allairs, and with but one idea as to their duty as Jegislators—namely, to lighten to the utmost the tur- dens of the taxpayers. The opponents of the interest tax are of two classes, the first and moro numerous urging absolute repudiation of tne eutire public debt so that the State may begin alresh like a dieebarged baukrupt; tne second class basing | their objettions chiefly on the present poverty of tho | people and urging that no action of any kind be taken | With regard to the debt until south Carolina shall have bad a full year of home rule to recover trom the pros- tration caused by bad government, . Both classes are sustained by the knowle the iterest tax will be unpopular with nine-tenths of the taxpayers who are too ready to regard the settlement of the debt under the Consolidation uct a8 tninted with the same public rascality which piled up the original debt trom | $6,000,000 to $16,000, 000. ANXIMEY IN RUSINKSS CIRCLES. How far the efforts of Governor Hampton and bis immediate supporters will avail in registing the com- bination to reject the measure reported by the Com- mittee of Ways and Means is u question that gives much anxiety ia business circles here, especially be- causo Charleston, with its vast stake in she welfare of the State, is absolutely unrepresented inthe Li ture, and the democratic caucus which met Inst wight discussed the financial question tl] midmight and ad- journed without arriving at any definite understand. ing. Advices trom Columbia to-day increase tne prob- abilities of the rejection of the opriatiun for the payment of intercst. The feeling developed in the caucus against it is said to have been very bitter. THE WHEELER EXPEDITION. THE POLICE IN SEARCH OF A TRUNK SAID TO CONTAIN TWENTY-FIVE THOUSAND DOLLARS’ WORTH OF JEWELS. Mr. Allison, of the firm of Allison & Co,, No. 112 Broadway, called at the Central Office yesterday and reported to Inspector Oilks that a trunk containing valuable jewelry bad been stolen trom one of the firm's agents, and requested the intervention of the police to aid in the property’s recovery. Detectives Dunn and Van Erichten were put upon the case and the following facts were discoverea:—Tho agent lelt Worcester, Mass, a day or two ago with this trank, to which be bad o check attached and retained a dupticats check himself. He got as far as Hartiord, Conn., with the property in the baggage car all right At this point it 18 believed the chock on the trank | was changed by some astute thiol who succeeded in getting into (he baggage car. Tuis fellow, whoever he was, must have known just what the agent was bring- ing in the trunk and had determined to get possession oft. Chaaging checks on a trunk im a baggage car in this way is an old scheme for robbery and has proved quite suocessiul at diflerent times. On Suturday, atthe Grand Central depot, the thie, who had put one of a pair of checks on the valuub trunk, demanded an received it. He then hireda back driven by a man named Collins and drove to the Putnain House, m Vourth avenue, flere he piid Ofty cents tor a room, and, having seen “his luegage” salcly bestowed, went out to transact Ho bad seen gone about halt an hour when avotber backman called at tho Putnam House und presented a card ou which was written ao order for tho strunger’s trunk.
