THR POST! OFFICE CATASTROPHE, CORONER'S INQUIRY INTO ITS CAUSES—EXPLA- | NATION OF THE SUPERVISING INSPECTOR OF MATERIAL. Coroner Ellinger yesterday morning bogan his in- ry ito the deaths of the three men erusned under the falling roo! of the Post Office building on Tuesday jast, The United States Equity Chamber was sot apart for the purposes of the inquest. ‘The first witness examined was Mr. Thomas H, Oak- shett, He testified:—I am at present Supervising In- Spector of Materials, and in charge ol the construction of the New York Post Office; I have also charge of the building, partly under the supervision of the Super- Vising Architect, Mr. Hill; Tad general supervision of that part of the building when the accident hap- pened on May 1; I was appointed about two months before the rosignation of Mr, Mullett, the pre- vious Supervising Architect; before that I was Superintending tho construction of several buildings in Charleston, 8, C., and Columbia, 8, C.;1 was assigned to this building by the present Supervising Architect on the recommendation of the Secretary of the Treas- ury; I was not educated as a civil engineer or archi- tect, but! have acquired the knowledge necessary to the discharge of my duties im practical work; onthe 1st of May, when the roof fell in, 1 was sitting at my desk; but I knew of the work carried on th which consisted in tho erection of an iron truss; 1 ordered the truss from Hugh Haven & €o., of Mussuchusetts, Without inviting competition; furnished Mr, Haven with @ photographic drawing of the trusg, and took him to the top floor and showed him the truss which I wanted duplicated; an employé of Mr, Haven had general charge of the erection of the truss; my tore- man had chargo of its immediate supervision, and) bad the general supervision. WHY THE TRUSS WAS OXDERKD, When taking charge of my duties in the Post Office in August la: an examination of the premises, and found iu the room where the accijgent dd was informed that the wall was carried by four fifteen-inch irom beams; it was a twelve-incu wall, thirty-six feet iong avd nineteen feot high, an extension of a wall beginning on the floor | below, and its object was to hold and support the roof; art of this wall on the floor bolow had been removed jn order to oniurge the court roum below, in conse- quence of which the supports became insuflicient and cuused the cracking of the wall on the floors above and a deflection of the beams in the ceiling of the court room; alter a consultation with Mr, Mullett and subse. quently with Mr. Hill it was suggested to remove the wall and replace it by an iron truss; previous to this, however, an opening had been made in tho wall in order to relieve the weight on the support below; tho extent of the cracking of the wall is shown by a diagramydiagram shown and made partof the testi- mony); the truss to be furnished was to be of tho sume size, strength and material us the one in the ad- joining room, which was aesigned in Washington; the truss Was Dot examined before it was put up, as all the examinations are generally made aiter the completion of tne work; but still the erection of the work is su- periutended and checked when anything is (ound Wrong; the examination was not made here on ac- count of the implicit confidence placed in the frm; the root was supported by “shores,” six inches by eight Inches, placed upon timbers, during the erection of the truss; the removal of the wall was compietea zeveral d: ys belore the erection of tho truss; on Saturday, April 28, I was intormed by Mr. Haven that the erection of the truss was com- pleted, but 1 had not examined the work after its completion and I had not accepted the work trom Mr. Haven ; when notitied of the completion of the erec- tion of the truss I could not immediately examiuo the work, but instructed Mr. Dougherty, my foreman, to be very curotul und not to remove any of the “shores” ‘until be was completely satisfied that everything was correct; on blonduy, April 30,1 asked Dr. Hill to ex- Amine the truss in place, and after examining a stair- way which I recommended to be removed 1 passed with Mr. Hillunder the new truss and pointed it out to him ; the “shores” were in position then; Mr. Hill looked at it, but did not express any opinion, and went down stairs, and on the same evening left ior Albuny. A recess was bore taken, after which Mr, Oakshott was again puton the stand aud said:—On Tuosday, May , atone o'clock, 1 had just returned to the oflice and Was going up to examine the truss carefully when heard acrash and Mr, Barton said:- ‘nere goos the truss!’’ I rushed upstairs aud found that the truss had failen; never gave any orders to remove the shores; never inspected or examined the truss, or accepted it, ‘and never certitied to the vouchers and payment there- for as it was ata time of the month when I was very much engaged. WHO SHOULD BE BLAMED, T explained to tho contractors that the truss was to be proporly bolted and riveted, which was not done, however, und which | consider to be the fault of ub contractors, but this omission was not tue sole’ caus: of the accident; the inner end of the truss was to be Fe ne by the brick wall, the other end by one ver- teal support, according to drawings aud plans sub- mitted, which were not carried out; the removing of the sbores was not a dangerous work |! the erection of the truss bad been properly curried out; in my ab- Senco the business to superintend this devoived on my foreman; the Treasury depended on the Supervising Architect, the latter ou myself, and 1 depended on my foreman; on Monday aiternoon Mr. Dougherty re- ported that some of the shores carried but little weight, and thut he intended to remove some, and I cautioned him to be very careful in so doing; Mr, Dougherty ulso reported on Monday evening, April 30, that the truss was erected in place and all right, and be is a man of great experiener; after the accident 1 examined the truss, and at first it was my opinion that there was a flaw in the irou; the truss itself I found bent (buckled), and found the absence of the tater in the truss, so 1 feel satisfied now that the acci- dent was caused by insufliciept support on the outer end; the presence of ungle irons would have Mrengthened the truss; bad I examined the truss before its tall 1 should consider the acei- dent my fault, bat this exutmination not hbuving been mado it was the duty of my foreman, Mr, Dougherty, to see everything properly secured Mr, Dougherty acquired his experience im Washing. tob as @ master Mechanic in several goverument vulid- ings, and he is very skilful; severe! inspections of the entire work buvye been made by Mr, Mullett as ad- visory architect; I took charge vf the building for the purpose of enlarging the court room, in consequence ot which the whole upper story rested on fitteen meh door beams weighing down on tho ceiling of the court room, cracking the wall resting ou it well as we | ceiling below; I bave been informed that walls wero | removed in other parts of the building before; all changes made can be accounted for in the ollicial re- ports and sufficient reason assigned for every contem- P ated change; what was done Letore me I cannot tell; My predecessor in oflice was J! The next witnesses to be zatled are Foreman Dougherty, Supervising Architect Hil, Messrs. Hugh Haven & Co., the builders of the truss, and Mr. Schuman, of the United States Construc- lion Bureau at Washington. The Rossmore Hotel requires additional means of escape by connecting the balls on each floor with the outside fire escape, Signs must be posted directing the way to the same, und a chain Gre escape is ri quired at each end of the halls to be opened to Se’ enth avenue, ‘The Crittenden House, at Broadway and Twenty- sixth street, is reported to be alreudy suiliciently pro- vided with means of egress, Ample means of escape are reported also as already provided at the Fifth avenue Hotel, ‘The St. Omer Hotel, at No. 334 Sixth avenu ported as well provided with meaus of egress, ‘The means of egress at the Gilsey House are already sufficient. In the Bowery Hotel the baila must be connecicd, on the second and fifth floors, with the Gre escape in front, A HEAVY CRASH. Considerable excitement was ocvasioned yesterday morning in the building at No, 170 Broadway, corner of Maiden ‘lane, by the failing of ¢ safe from the fifth floor to the second story. Fortunatey it ouly resulted in doing damuges to the floors and ceilinga to the ex- tent of soveral hundred dollars, , The circumstances under which the accident took place were as follows:—Several workmon who were in the employ of the Eagle Safe Company were removing a sale from an office on the second floor to one on the filth, aud were hoisting it through the well bole that rung trom the second floor to the top story. When the safe, which was 4 small une, and weighed only about a thousand pounds, had nearly reached the fifth floor, the ‘Yack’? or ouken joi placed across tho railings of the well hole at the Hith story, and on which the safe was resting, snapped asunder und the safe fell to the vestibule of the second Noor, Fortunately 1+ rested on the oor beams and did not drop through, It however broke through the laths und plastering, doing Gonsiderable damage to the offices of the Mark’ Fire Insurance Company on the tioor below, A clerk who was within aiew feet of tho fulling debris when he hoard the noise jumped over the little counter by the side of his desk und ran for the doors leading to Broadway. A little fright felt by the clerks in the various offices was ali tho inconvent- ence “sustained by the largo uumber of persons em- ployed in the puilding.
