FINANCIAL AND COMMERCIAL The Stock Market Gener- allv Steadv. FURTHER DECLINE IN THE COAL STOCKS. GOLD 105 A 105 1- Government Stocks Stronger—Railroad and State Bonds Dull and Steady. | Hi MONEY ON CALL 4 A 21-2 PER CENT. Wat Street, Monpay, Apri: 9—6 P. x} ‘There was but a shade of improvement this morning over Saturday in amount of transactions and none at ‘all in sprightliness of fluctuations. With the exception of the two Deiawares one-half per cent marked the egree of variations, prices closing feverish at about the lowest point of the day. For some reason best known to themselves the anthracite coal people held a meeting to-day, instead of to-morrow, us 1b was Te- ported they would do, fhe combination was repr sented by Messrs, Gowen, Sloan, Dickson, Lathrop, Linderman and Thomas, who adopted the report of the Committee and agreed that the additional filty cents per ton should be charged on and after Junel, This delay was considered expedient in view of the large outstanding contracts {or April and May, The tonnage agrecment suggested by the committee was also adopted, and it was further resolved thatno contracts beyond May 31 at fixed prices should be made, We donot bear what plan of surveillance was devised to catch any backsliding partner, if un- happily one showld be detected slipping, nor what condign punishment is to be meied out to him in that event. However much the coal trade may be benefited by the action taken it certainly did not result to the advaptage of the market price for anthracite shares. loth the Delawares finished at about 144 percent lower than they had commenced, and it was au open question whether the liberal supplies of stock did not como in & great measure irom parties who were at the moment legislating for the companies’ Interests, We are told, however, that “suspicion sleeps at wisdom’s gate,” and we cau attuch no blame to the application The news from of so sensible a warning. over the sea is again warlike. To-morrow it Js possible that it will be equally peaceful. In every respect this yaciliation is getting to be a nuisance. All the winter long have the bellicose Powers been pout- ‘mg and scowling at each other, antil, out of alt”! patience, the civilized world is inclined, with the play- wright, to call out, “Leave off your damnable faces fand begin.” ‘That this country would not take such action very much to heart is assured by the expecta- tions thereon built up of a revival of business and a resurrection of our shipping mterests, The warlike telegrams, however, failed to strengihen the railroad market, though goid advanced 34 por cent; something moro might have possibly been effected had not the firmness of consols thrown doubt upon the importance pf the news. There were no othor rumors of moment, though the romancers of the board, driven to their wits’ eud for a sensation, revived the old story of a lease bemg about to be effected by Central and Hud- son of the Lake Shore road. (NOD. 128 West 20h EXPLANATION OF THE ALBANY MUDDLE ABOUT RAPID TRANSIT AND THE GILBERT ELEVATED BalLWay, There seems to be somo strange mystery or misun- derstanding about the position of the Gilbert Elevated Railway Company in regard to the bill introduced by Mr. Ecclesine in the Assembly, and which was re- ported upon adversely, In order to aucortain the true nature of the case a reporter was gont to obtain the views of those who were conversant with the subject and likely to give an intejligent opinion upon it, The following opinions wero gleaned from an official of the road. THE BILAL NOT A OILURRT MILL. Q Was the bill which was defeated introduced by the Gilbert Elevated Railroad Company A. It was not, Mr, Ecclesine, who introducedthe bill himself, says it was drawn by the counsel of another, and that he did not personally know one man, trom the president down to the porter, connected with the Gilbert Elevated road. Q Mr. Strahan says the Giloort Elevated Railroad Company has issued $22,000,000 of stock to bulid a road that‘has cost $3,000,000. A. Idon’t know exactly what he means by that re- mark, but the fuct is the cost of cunstruction thus far is about $500,000. Tho capital stock of the company ig limited to $3,000,000, DAMAGE TO PROP! Q Mr, Assemblyman Hayes a: not one house, not one piece of property, ou the whole live of the road to-day which would sell for the mort- gages upon tt? A. Lam unable te say what Mr, Hayes means by that assertion, 1 will read you some short extracts from Jetters lately received irom property ownors on Sixth avenue. In a letter duted Apri 3, 1 77, from the owner of four contigugus lots, 258100 each, near Th: teenth street, he statvs:—1 dehieve tue Elovated Rail- way will iucrense ruther than diminish the value of reul estate on Sixth avenue. Our tenants evidently seo the matter in a similar light, none having asked a Feduction of rent in unticipation of its construction.” PROPORTION O¥ PROPERTY OWNERS OPPOSED, Q. In your judgmont what ts the prance of pro- perty owners on the avenue opposed to the construc- tion of the Elevated Railway ¥ A. Far less than wore opposed to the establishment of the horse car ratiroad. About the same arguments that were used against the latter are now being used against tho elevated road; for example that the ave- nue would be destroyed ior tho purpose of a retail business street, by excluding carriages by reason of damages likely to accrue trom crossing the tracks and other unlounded apprehensions, 18 PRIVATE PROPERTY TO BR TAK! Q. Ascombiyman Fish asserts m his poh that “this corporation designs to take private Property and contiscate it avsolutely without paying for it.’ How do you explain that point? A. 1t1s to be explained by the fact that the Genoral Ratiroad act requires that when private property is taken for use of railroad compauies it suall be paid ior, and provides for the manner of payment, IN RRGARD TO INJUNCTIONS, Q About the matter of injunctions by the courts upon the road? ‘A. In regard to the objec:ions made by the op- ponents of the bill on the subject of preventing pro- perty owners trom obtaining redress turough th courtsa perusal of the toxt of the bill ieell mus satisly all reasonable minds upon the point. The re- marks made by Mr. Maynard ta giving bis aM@rmative Vote show a proper appreciation of the merits of the case, Mr. Mayuard, in bricf, said the bill provides, if property owner feels himseli aggrieved by the con- ruction of 4 road, if he come into courtand obtains an injunction restraining the company from proceeding, that injunction must be dissolved if the company give ate security for the payment of damages he may in by the construction of the road = This cov- aus ers tho point, NOW THE ROAD STANDS NOW. Q. What is the position ut the road vow? A. We ure now awaiting the decision of the Court of Appeals upon various suits which have been brought aguinat tho road, before prosecuting the work which was suspeaded by injunction, Q Have you any dills now pending before the Legis. ature? A. None wh THE NAITHAN oO.
