HASKIN TO COMPTROLLER KELLY. Mr, John B, Haskin has addressed a letter to Comp- | trotler Kelly relative to the matter of supplying gas for the annexod district, Ho calls attention to the fact that the city is compelled to pay $50 per annum for each lamp in the Twenty-fourth ward to the Subur- ban Gas Light Company, together with the costs and expenses of repairing these lamps and posts. This company 1s run by a gentleman named R. A. Brick. Mr. Haskin alludes to the average rate paid to city gas companies as being $27 per annum for each lamp, and suggests that in these bard times Mr. Brick should be brought down to euch figures. He contends that the contract should not be again ratified by the city authorities, and that tbe present agreement should be declared invalid for the {cllowing reasons: THE REASONS WiHtY. “The contract had its inception in corruption, was made in fraud of tho rights of the peopic by @ town ring, and the town officers bad no authority ip law to make the contract for ten years or any other number of years.
