" DECLINE IN THE PRICE OF THE LACTEAL FLUID—FROM TEN TO EIGHT CENTS A QUART—HARD TIMES AND UDDER REASONS ¥OR THE FALL—THE SKIM MILK S8WINDLERS, Ever since tho war the price of milk tohousckeepers bas been maintained at ten cents per quart, und al- though the rate was exorbitant nobody seemed to ex- pect that there would be any deorease, Suddenly, how- ever, there bas been @ reduction, and although many milkmen are still charging tho old rates the ruling price is now eight cents per quart, with a prospect of a ‘still further decline, The reason why some milkmen ) are still able to command their oid rates is because People bad learned to acquiesce in the idea that the price of milk is not governed by the ordinary laws of trade, and so not expecting a decline they have not yet « discovered that there has been a reduction in the prico among the large dealers, It is their right, however, to insist on paying only the market price, which is Bow eight ceuts, aad which may be as low as six cents ‘within a month or two, THE REASONS OF THE DKCLINE, The reduction began as long ago as last November with Sandiord & Woodhull, large dealers in West Thirty-second street, and although the trade was slow to follow their example, general stagnation in tho busi- hess and over productiveness of the dairies have graau- ; ally compelled acquicscence in it, Within a few weeks Smith, Decker and athers of tho large doulers have reduced thetr prices, and in the end milkmen of every class will be compelled to accept the situation. Many Feasons are contribating to bring this avout, Ten cents for milk 18 more than most poor people can pay in these bard times, and so muny families had to con- tent themselves with less than tneir usual supply, At the samo time the wholesale market was dull and the supply much greater than the demand. These men baadie every week ehormous quanuties of the lacteal fluidy and the consumption of water and skim milk, to be soldas the genuine article, is something which would exceed be- hef. In the begiuning of the yeur, with ‘unusually light receipts, the market wus giutted and trude very slow, and throughout the month a consid. erable surplus was left over each day. For the tirst week in Febraury, wheu the market was still over- Blocked, the average price of the surplus on the plat forms Was $1 63 per can of forty quarts, or jour and a half cents per quart. For the same week the supply was 7,800 cas, un increase of ninety-cight cans over the previous week, Since then thesupply bas been siewly incre sing, the quantity tor the last two weeks being 7,945 and 8,015 cans; but the market bas only been Kept clear at about cuat prices, Some of the doalers huve been unable to pay for their milk, causing losses 4 to the turmers, and yet the railroads have been offering to supply the trade as low as three cents per quart ADULTERATION—SKIM MILK. The demand jor condensed milk consequent upon tho high rates which have ruled the retail trade for yeurs assisted in a great degree to limit the demand ior the ordinary fluid, and 1s one of the reasons, aud a potent one, tor the recent reduction 1a the price of | milk. It is doubtful, bowever, whether the opposition | of the condensed milk companies or the daily surplus of the supply inthe market would bave had much i} effect in reduciug tho retail price if the dealers had not fallen upon a new device for reducing the cost ol the genurne article, Hult tbe milk soid irom the carts to- day is not only an inierior article, but ts scarcely worthy of being called muk ut all, Iv is simply “skim | milk,”? The dealers bave found tbat the use of water | in the adulteration of milk meets with the disapproba- tion of the Health Vepartment, and so instead of it they now use the retuse of the dairies after the cream has been extracted, The Bourd of Health is not igno- Fant of this fact, but no attempt has yet been made to stop the swindle, When the milk inspectors come | round, whyh the dealers say has been seldom during | the winter, these officials preferring the warmth and | Comfort of thetr offices to the discomfort of frequent | journeys among the milkmen, they do not fail to dis- | ‘cover'the presence of the inierior article, but, go far, the simple declaration ‘skim milk?’ is the only inti Mation which the dishonest dealers have had of the disupprobation of the officials of the Health Depart- ment. 1t 18 the impression of the honest dealers who | sell pure milk that something must be * rotten in the state of Denmark,” or the dishonest men would not be allowed to pursue their evil practices with impunity, | The abuse has become go general that it is impossivle to compete with the men who promote it and make anything like their, profits, the price paid tor “skim \ milk’? being less than one-half that which the pure « milk commands, THY MILK MONOPOLY. In no other city in the world would any class of dealers have such absolute control of the market a the m:ikmen of New York have over the milk trade of | the metropolis. For years these dealers kave becn | charging ten cents for milk sold as pure, but adulter- ated to up extent which reduced the original cost of it to less than two cents per quart. 1t will thus be seen that their profits tor simply delivering milk at the kitchen door have been eight cents per quart, or 400 percent. It now remains to be seen whether the people who bavo so long been the vietiins of the dealers, paying nearly twice as much for milk as {t was worth, will resist like extortions in the future, and whetber the Board of Health will protect the commun. ity against “skim milk” as well as water. SWILL MILK IN BROOKLYN. The Brooklyn Board of Health bave under considera- tion the formation of a sanitary squad looking to the parity of the milk sold in thatcity, There are 284 cow stables in Brooklyn, which contain 2,043 cows, and a | large number of these animals are fed on distillery | swill, This practice the new department will puta stop to, and will also prevent the practice of adulterating the milk with water and other tngredients.
