12 THE. PUBLIC SAFETY. Conference Between the Fire, Police and Health Boards, PRECAUTIONS AGAINST THEATRE PANICS, Views of Mayor Wickham, the Fire, Health and Police Commissioners, REMEDIES THAT MAY BE ADOPTED. A remarkablo meeting was held yesterday morning in the rooms of the Board of Health of the Brooklyn Theatre fire. Present were Mayor Wickham, Health Commissioners Chandler und Jane- way, Police Commissioners Smith and Erhardt, Fire | Commissioners Perley, Hatch and King, and Superin- tendent of Buildings Adams. Tho subject under dis- cussion was the public safety in theatres and other | public buildings, At the opening of the session Mayor Wickham stated the object of the conference in a few words, adding gthat something like immediate and definite in consequence | NEW YORK HERALD, SUNDAY, DECEMBER i7, 1876—QUADRUPLE SHEET: ‘with a notice from Mayor Wickham, and for the pose of Learing what others bad to say rathe: epeuking himself, The responsibility in th under discussion, he thought, rested principally witn the Department of Buildings and pot with tue Fire Department. Greater power should be placed in the hauds of the former department in order thai it might gel at the root of ihe evil by enforcing the construc- tion of strong and well planned buildings. The depart- ment with which Mr, Perley is connected had, he said, tinee branches—the Bureau of Combustibles, whose uty it is to prevent fires; the main force and appa- ratus ander the chiel, whose duty it is to extingw fires, and the Fire Marshals, whose duty it is to ascertain the cause of fires, The great danger in large assemblages was liability to panic, and to prevent disaster trom this, a law should be passed forbidding Pe | sous to their theatres at any tine, aud measures | Le building. Ono year ago the Fire Department made a careful Inspection of all the theatres 1 suggested many changes in their appliances, most of which were at once carried out by the managers, Mr. Vericy thiuks that none of our metropolitan theatres are what they ought to be, although they ure for the | other cities. The department to which he belongs is in the course of a week, and which will coutain the gist of the voluminous’ reports trom otlicers of the | various districts who bave during the past year | participated im the inspection of all the buildings in the city, public and private. Now the defects in theatres aud public halls in this city, Mr, Perley tninks, are caused by the economical ideas of landlords and’ the restriction as to superticial space. | ‘Phe istivutions are not, as in other | sidized by the government and under official control; | but are built and managed vy private persons lor the purpose of making money. Consequently a plot of round is bought, and upon the rear part of it, which 18 unavailable for business purposes, is erected the | theatre, while the front of the property is built up into stores, through which entrance to the theatre is | gained by ‘narrow stairways or long passages, This | was all wrong. The : SHIPPING NEWS managers to admit more than a stated vuimber of per- | should be taken to prevent a carpenter shop or paint | shop being operated within any theatre or other pub- | this city, and | most part much safer than similar tnatitutions in | now preparing a report to be submitted to the Mayor | oumiries, sub- tres should in all cases be built | | out previously entirely at his own expense, and he de- frayed tho cost of keeping it in order alter the ert became posressed of the property, He was abou! sixty-five years of age.
