IVASHINGTON, D. ., Dec. 16.—1t Is ascertained that the purpose of the Congressional Investigat ing Comunittec on Soutk Carnlina is to discoveraz error, if possible, which will enablc them te claim - one Tilden Eleetor in place o Hurley, whose ~majority, owing to what is claimed to be & purely - clerial mistake, was _only 256. The Committee hae not been ableto do this yet. Gen. Morey, whe said so many violent things during the came paign, in the course of a recent public speech in which he counseled his followers to commit nc violence till commanded to do so by their lead er, Wade Hampton, is reported to have added, ¢ gand, when shooting does begin, commencs with Chamberlatz and shoot downwards™ ™ ‘The Democrats in Congress are disposed to do their uttermost to PREVENT THE RIGHTFUL REFRESEXTATION of South Carolina. Owing to the absence of some Democratic members of the Elections Committee on the Southern Investigation Committec, it happens that the Republicans have a majority of the Elections Committee. The Democrats who re- maln here refuse to attend the session. Tho consequence is, there is no quorum. The Dem ocratic Chairman snnounces his intention to | ccrcy out this policy until the Democrats return from the South. This, too, in the face of the | fact that there is no contest. ‘There s some exciting talk here about alarm- ing military organizations in the Western States. A good many Western Copgressmen nave received letters within a few days which state that ARMED ORGANIZATIONS ARE FORMING, and that the claim is openly made that Wash- ington City could be surrounded in ten days with 500,000 armed men to inanzurate Tilden. The Democratic Sergeant-at-Arms of the House proposcs to carry out the Hewitt inflammatory programme in spite of the National Democratic Committee, and has made arrangements to call ma ectings in Ohio for Jan. 8. 1 Northern Democrats are endeavoring to counteract the effect of the published state- ments that the Southern Democrats aro notin harmony with their Northern leaders. Onc of them, in the interests of the Northern Demo- crats, says that Ben Hill does mot reflect the sentiments of his colleagues, and that, e could not command a corporal’s guard of fol- lowersin any policy he mizht suggest in oppo- sition to the will of the Northern Democrats. The same suthority states that among the Democrats thereis not the slightest disposition to concede the clection of Hayes. The attempt is also making to THROW DISCREDIT UPON HILL and that class of Southern men, by cirulating statements that thelr conscrvative position is duc to the fact that they somewhat expect office from Hayes. The moderato Demoerats will bring strong influences to bear wupon Speaker Randall to induce him to appoint moderate men from his own party uponthe House Committee of Seven, which Is to co-operate with the Senate commit- tec, that will undoubtedly beappointed Monday to determine upon some equitable alan for the adjustment of the Electoral diffficuity. . The House seems disposed to make ftsclf ridiculous by prosecuting ANOTHER CONTEMPT CASE. Speaker Randall, by an apparently violent in- terpretation of the rules of the House thia morming, decided that the telegram in this morning’s papers from one Willism R. Morrison was in the nature of s report from the Committee of which William R. Morrison, of Illinols, is Chair- man. A polnt of order was raised by the Re- publicans, but not much. pressed, that it was a curlous parliamentary proceeding to consider that a telegram, which did not even purport It~ self to be official, had the character of a committee report. But this telegram, together with Mr. Orton’s, was sent to the Judiciary Committee with instractions to report at the earliest practical moment What action should be taken to compel Orton to produce these tel- egrams. The inviolability of the telegraph will accordingly come up as A GRAXD SUBJECT FOR DEBATE next week. The belligerent Democrats of the House may a8 well‘occupy themselves with the attempt to justify the violation of the fonda- mental principles of the _Federal Constitution. They cannot hurt anybody but themselves, for it - is undoubtedly a fact that there wasnot a dis- patch sent by the Republican Committee which that body, woutd not be willing that the world should read. That Committee is composed of men of too much worldly experience to- trust matters which they would not desire ul- timately made public to the telegraph, especial- 1y fn view of the fact that some Southernagents - of the Company have a reputation of leaking i any case Where the interests of the United Souta
