NEW YORK HERALD, TUESDAY, DECEMBER 12 THE TURKS’ VICTIMS. APPEAL ON BEHALF OF THE EXILED CHRIS- TIANS OF THE BALKAN PROVINCES. Venton, England, Nov. 29, 1876. To rae Epiror or tuk Hxraup:— Will you give me space in your columns to make an appeai to the American people on behalf of the people of the Western Balkan provinces exiled by the meas- es taken by the Turks for the repression of the in- surrection? 1 have been in shat section since Sep- tember 1, 1875, aud am, therefore, competent to speak of that portion of the refugeestor whom | plead—those who bave taken refuge in Croatia, Dalmatia and in Montenegro, Ut these there are in Croatia alone, according to Miss Irby, an English lady who has been working among the refugees more than & year, 72,000; along the Dalmatian {rontie north of the Narenta, probably about 10,000; in the district of Ragusa alone 16,600, and in Cattaro proba- ably 2,000 or 3,000 more. Those in the district north of the Narenta we know so little about that only an approxiination is possible. They have no committees to care for or r them. But in Montenegro alone, Whose poor and valorous population 1s nearer kindred by race and religion to the hunted Christians of Herze- govina, and to whose mountains they fled, when it was Possible, in preterence to Daimatia, there are 75,000 souls thrown on the charity of a population which is the smallest and poorest of ail tne independent Chris- tian States, being only 120,000, tho total revenue ot the country being about $250,000 and the total in- comes of the whole people probably not much above $1,000,000, Ido not allude in any way to the refugees in Servia, or the miserable living victims of Bulgaria, because I do not know anything personally of them; but their number 1s nothing like so large as those on this side she Balkan Peninsula, and they are already looked after »y powerful English committees, under the direction ot Lady Strangford and others, Of those of whom I ‘now | can say, unhesitatingly, no destitution can be {reater than theirs, Mostof them have now been in, exile for more than a year, and are entirely dependent on charity—living in tents, in hoveis, stables, barracks dastily put up by the committees, &c, have seenas any as thirty souls, young and old, huddied in the stable of a kindly peasant, where the pigs and sheep and cattle were inixed up with children anu sick. The bread supply of the country 8 hover cnough for its own population, The crops ot this summer are nearly exhausteu already, and the sailant little people which for 400 years has been at timost continual war with the Turk either to preserve 1s own freedom or to aid its kindred Herzegovina, is coi menaced with starvation from too great hospi- ality. In the district of Ragusa one of the first cares of the committee was to organize schools for the children of the refugees, none of whom could read, and by the heip of the priests they established seven schools, which have provided over 600 children with the rudi- ments of a substantial education, with some clothing and a small pecuniary contribution to their living at an expense of about $140 per month, everything in. cluded, This has now to be given up, the n for bread absorbing all the means of the committee, and ig miserably inadequate even for this in the limited Syringe in which it works. How many people are there in the United States who are willing to charge themselves ‘with one soul at that cost? 1 should like to see somo of the generous deeds of our past outdone—ships loaded with bread, with grain, wheat or maize, coming ’n an imperial way to bring the aid of the great Ropub- Nc to these martyrs to the cause of treedom, to the race which has endured eeniuries of slavery rather than abandon its faith—a great, lendid race, one of thor hich will one of these days divide with our own whe sovereignty of the world, but which has now hardly got its nead above the waters of oppression, and ‘whose very name is a synonym of servitude. I should like to see one of our biggest ships come to Cattaro bringing its fullest cargo of bread to the noble Prince of Montenegro—that oasis of liberty in the desert which Turkish oppression has made and European imperial Jealousies maintaincd—to enable him to teed his people and # guests for another winter.
