FINANCIAL AND COMMERCTAL, The Stock Market Firm---A War Excite- ment---A Flurry and Re ction. The Gold Market Firmer and Feverish. A Sharp Advance and Decline from 113 1-4 to 111 1-4. Government and Railway Bonds Strong— Money on Call 3 and 2 Per Cent, Wavy Street, } Wrowespay, Oct, 18—6 P. M. ‘The portentous grow! of the ‘rugged Russian bear’? wired to our murkets produ this morning a spasm Of fright among both gold and stock operators for the short account. Shrewd speculators, who are ever on the wait to “shoot foliy as it fies,’ found an unexpected covey of terrified Idiots in the Gold Room at the opening, fereely beating their wings in desperate attempis to escape from the short contracts in which they had entangled them- Qelves. There were fifteen minutes of positive panic, in which the price of the precious metal bounded from 11045 to 113 then hesitated, fell back to 11144, near which it remained for the greater part of the day, and ultimately closed at 11114. There wore pienty of raw heads and bloody bones in the early telegrams, and there Was no mitigation In the sanguinary nature of those later in the day; but the squall in the gold speculation bad blown over, and subsequent despatches failed to renew it. TLough so sharp an advance 1s a novelty nowadays tho moral to be adduced is as old as the hills, and the #18t of it ies in the fact (not a complimentary one to the soft money people) that at the threatened out- break of public disturbance capital eschews paper and flies to gold, It isa question, though, whether, under the peculiar position which we are likely to hold toward foreign _belligerents, there are any substantial reasons for a per- manent rise in the value of gold in our markets, Tt is argued, in support of this opinion, that government stock held abroad will be sent home and the country depleted of the precious metal in process | of payment. It is not so clear that such would be tho result, The invariable experience is to the effect that Bcondition of war tends to impair the crouit of the Btate woich carries it on, to lessen security and to de- Btroy confiden: With these facts in view it would seem highly im- probable that joreign holders of our bouds should seek fo transter tho. obitgations of a government in first lass credit into the douvtiu! securities of a State at war, There may indeed be offerea the inducement of a Digher rate of interest (with the attendant greater risk), the response to the calls of patriotism or the far removed contingency of forced loans; bat it 1s not imagined that either or ali of these possibilities ‘Would be considerable enough to send our funded debt flying homeward tor redemptio: Even it the worst should como to the worst there is an enormous set-off in the shape of au export trade, Europe at war means Europe to be fed, aud America is the only caterer capable of assuming the contract. With breadstuffs shipped and sold at our own prices and with aline of imports narrowed down to the Present limits, and the balance of trade, which must be settled in coin, largely in our favor, 1t 1s not easy to see how our store of goid is to ve greatly depleted, or the great interests of ihe country to be other than Denefited by the prevalence of a general European war, ‘The stock market bas been in a tangle a8 regards frequency and violence of fluctuations. To the bulls the front of “grim visaged war” was wreathed with smiles; to the bears it was black as Erebus, The great trunk lines and the Granger properties were prominently lightod up by the warlike glare which it is anticipated will illumine the way to enormous traffic and more remunerative tolls. Trans- Actions to the amount of 90,000 shares in Lake Shore alone will suggest the activity o1 the market and convey some idea of the scene of excitement which prevailed, Nor was it contined wo the railroads, for the cval stock, ‘were even more jubilant, though their activity was not to be traced to the breasing out of a feud, but rather to the patchivg up of a p The extreme rise in these tancics was 3 points in Jersey Centrals 7g im Delaware end Lackawanna and 13}; 1m Delaware and Hudson, and was due to the very undoubted efforts of badiy alarmed bears to cover and to the very improbable rumor of a re-establish. ment of the old cousolitaiwa. Tue report and the ad- vance together had the rosait of extirpating the short interest, root and branch, aud so effectively that the demand tor Lackawenss for borrowing was reduced to a nullity, and holuers were even forced to pay 5 to 6 per cent for having it carried. %he Twenty-third girect party were tree buyers right through the list and vetrayed no more stomach for the advance than did the smail fry who follow them. The day was net without its disasters to imprudent shorts. The suspensions of Mes Hone & Nicholas, & prominent and highly estesned house; of SA. Joseph & Co, and I. P. MecK-ewan were announced trom the rostram, with, however, littie or no effect upon prices. Money on call at one time worked up to 7 per cent, due partly to the unpopularity of Delaware and Lack- awanva as a collateral, which to-day was seeking ad- vances instecd of being sought for at a premiun, as has been the case for some time back. At the close Joans were offered at 1), per cent. THX GOLD MARKET. Not a little excitement prevailed in this department, owing to the fact that war rumors produced a rapid change of speculative sentiment, Within a quarter of an bour after the opening the price of gold moved {rom 1104, to 11345. Within ten minutes there was a re- action and prices wore established for the day at 11245 | lls; a111\. They fluctuated until near the close, when the latter figure became the quotation. Cash gold was scarce and loaned tat to 1-16 per diem for use, Lf it should be found after a while that Europe is acusiomer of America and using what we have to supply to fill the gap occasioned by the withdrawal from industrial occupations of millions of men for | Sgnting purposes the eredit to our account may be 80 large as to prove unprofitable in the long run to those who are speeniaiing on tho “yard stick of the world.” THE UNITED STATES TERASURY. | The revenue receipts to-day areas follows :— $301,000; tota! for tho fiseat year io date, $34,250,000; eus- toms reeerpts to-day, $420,000; total for fiscal year to date, $43,500,000; bank notes received tor redemption, $000,000, The Aswistant Treasurer paid out to-day $15,000, gold, on account of interest and $4,200 in re- demption of five-twenty bonds. Advices from London are indicative of changes that are well worthy of consideration. English consols down 11; per cont, Our government bonds are like- wise lower, Prices of all governmental securities oa the other side reflect the influence of war rumors, We note that Russians declined 7 per cent, which is a fall of 20 per cont within a week. At Paris there was a heavy decline in rentes, ‘The Bank of England to-day gained £51,000 bullion on balance. At London the new 43g per cent tunded joan was a marked exception to the general depression, being steady at par. The fol- lowing are atnong tho late London despatches :—Amer- ican sccurities aro unsettled and irregular, owing to | war rumors occasioned by Continental despatches, | Consols for money and account are 9374 a 94 Another despatch states that great excitement | exists, and it is almost impossible to gain accurate quotations, Rassian securities bave declined 7 per cent, making a fallof nearly 20 per cent within a week. War between Russia and Turkey is considered a3 already begun, and it 1s generally believed that other Powers will become involved, A commercial and financial crisis in Russia and a consequent heavy fall in Russian exchange add to the confusion.
