Owners of property on Eightv-fourth street, be- tween Eighth and Tenth avenues, complain loudiy of the injustice of an assessment which bas just been , made upow them for the ‘regulating and regrading” of that thoroughfare, From their statements it ap- pears that some twelve years ago the stroct was graded, curbstones 0 laid, forming gutters, and Croton water and gas were introduced, All these improve ments were duly assessed for by the municipal aa- thorities and paid promptly by the taxpayers, About one year ago Mr. Van Nort, Commissioner of the Board of Public Works, gave to a Mr, Dowdney # con- tract for the regrading‘’ot the two blocks referred to above. The curbstoues were all torn up and thrown into vacant lots adjoining. In the immediate vicioity of Ninth and Tenth avenues no filling was required, and in no place was more than thirty inches needed te bring the street upto grade leve. When the time came to replace the curbstones, it is said, many of them were covered with carth and could not be found; others were scattered about beyond the hope of recov- ery, and still others had been carried off by dishonest persons, #0 that it was found necessary to buy new curbstones to finish the street again, No pretence whatever was made ut paving the roadway, which te simply a quagmire in rainy weather, A few days ago the owners of the property fronting on the “rega- lated’? street were presented by the Bureau of Asses ments with bills varying trom a jittle leas than $100 to nearly $500 per lot for the regrading. Mr, Henry Roberts, who owns the lot on the south east corper of nih ayenue and Eighty fourth street, is required to pay $436 82, and Henry Schnitker, owner of the southwest corner lot, 1s asked to hand over the sum of $261 35. Mrs Surles, who owns four lots on the south side of the street, between Ninth and ‘Tenth avenues, asked and obtained from Commissioner Van Nort when the work was begun a permit to grade the sireet in front of her premises at ber own expense, Mr, Van Nort promising that if it were properly done no assessment would be made by him tor the’ work, Mrs. Sarles accordingly had ber street front “regu- lated”? at her own expense, paying $20 for the tour lois. She has now received trom the bureau above mentioned a bill for $581 for work which she had done herself and which cost her but $20.
