FINANCIAL AND COMMERCIAL. —_ + ——- Reported Panic in the Sax Francisco Market--- Qur Own Stock Market Dull, but Firm. GOLD 111 1-2 A 111 3-8 A U1 5-8. st The Failures of the First Six Months of 1876-~ Money on Call 2 and 2 1-2 Per Cent—Gov- ernment and Railway Bonds Firm. Wat. Sraxar, Thursday, July 13--6 P. M. A report from San Francisco was circulated on *Change about two o'clock to-day that a panic prevails in that city and several promineat operators bave gone down in th ditional light upon the subject. We are informed by a rentleman who has recently returned from the Pacitic coast that a tivancial crisis has not been deemed im- probable for two or three months, and that a number of speculators have been heavily bearing the market in the expectation of acrash. Awong these we hear mentioned the name of Mr. Keene, who is described ag the Jay Gouid of San Francisco, and who has been conspicuous as a large seller of the most speculative stocks, on the alleged grounds that many of the mines are receding from the maximum of production and have reached depths in the earth which not only re- tard the work of production, but’ augment tho labor und expense to a degrec that must prevent the declar ation of the Immense dividends which have heretofore au paid On the other hand, it id that Messrs. Mackey and O’Briev, recognizing Mr. Keene as their wost dangerous antagonist because of his wealth and tesources, expressed the determination wecks ago to spend, if necessary, five millions of dollars to break him down apd aestroy his power in the market. If these etulements are true the panic, if such it is, may be the legitimate consequence of a fight between financial giants, and perhaps prove but temporary and local in its :nfluences, As will be seen further on the San Francisco quotations show no evidence of unusual ex- citement at the wurning board, The effect upou our own market has not been felt vor is it likely to be ielt. The tncident occurs at a time when the chiets of speculation are loaded with stocks up to their eyes, when their most dangerous bear an- tagonists are ubsent from the city, and there is pract!- cally nobody vo interfere with the “even tenor o! their way.” A panic in the grain markets of Cincinnati or Chicago would prove a much more ugly custome: THE FAILURES FOR THK FIRST SIX MONTHS OF 1876. Ju this conuection we publish from the semi-annual circular of Messrs. Dun, Bariow & Co., of the Mercan- tile Agency, issued to-day, the following figures show- ing the number of failures throughout the United States and Canada icr the first two quarters of the present Year, together with the amount of liabilities, compar- ing the same with the corresponding figures in 1875;— First fain No. 1875. 6. +4 ‘This shows a starting increase, both in the number of failures and amount of liabilities for the six months just concluded, but attention is drawn to the fact that this increase mainly occurred in the first quarter of the year, Although the figures for the three months just closed are somewhat larger than those in the cor. Fesponding quarter of 1875 there ta a marked decline w the figures for the second quarter of the current year. In other words, the number of failures im the lust'three months are less in number by 1,000 than in the preceuing three bop of this year, while the lia- bil:ties show a decl }21, 000,000, both items show- ing au improvem Heh hes jorty percent. This vari- ation is greater than ever before in the same period, and bappily iu this instance the variation is in the right direction. The habiluies for the six quarters already published are as follows :—1875—First quarter, 000, 000; second quarter, $33,000,000; third quarter, (000; fourth quarter, $70,000, 000. 1876—First qual }6.4,000, 000; second quarter. $43,000,000. By Adding these together the ftabilities of each quarter will average over $51,000,000 per quarter. so that the abilities of the quarter just closed ($43,0,0,000) are 000,000 less than the ave: ‘otwithstanding the large increase for the six months which the above tigures tel =f the marked decline in failures for the past quarter affords some en- couragement to the belief, now very generally enter- tarued, that we have seen the worst effects of the pres- ent depression, so far as cusuaities of thix character are concerned. 1t is true that business continues in a very cepressed condition; tbat the results of trade, with rare exceptions, have been exceedingly unsatis- lactory; that values continue to decline, and that u tertarty and anxiety exist im all quarters. Yet, in f all this, t] comfort in the reflection causes which produced this condition of sbings have been almust completely reversed. In the place of reckiess over-trading we have now lessened tales guided by caution, and also prudence in pur- rha-ing Instead of enormous over-production of all descriptions of manufactures there is now (be strong. est lendency to limit the product and thus lessen the possibntity ofa still turther decline in prices, Vastly jacreased oxpenditure on public works baa been suc ceeded by the almost complete cessation of construc tion, Economy im everea and personal expenses has taken the place, to a Xtent, of extravagance aud reckless iiberality, and. th very tendency, while it 18 the cause of restricted business, 18 one of the best signs of an early retura of prosper.ty. So that in all departments there is evidentiy a change, and such a change ax it was necessary for the throe years of de- pression to produce, and without which it was popanes to expect a revival of busiuess on a sound basir. THR STOCK MARRKT, storm, Later despatches may throw ad- | Stocks cenerally closed strong, although the usual | dress parade did not take place until just before tree @’clock. OVERCROWDED STEAMBOATS, To Tux Evitor’ ov tHe HekaLp:— You will have a chance of doing good and perhaps of saving buman life by calling the attention of the steam boat inspectors to the violation of the law im regard to carrying a greater uumber of passengers than the boats ure licensed for. I refer more especially to the Rocke away boats on Sundays, I came irom Rockaway last Sunday in the Americus. The Yoat was so fall that is was nearly impossible to move about and the list of the boat at times so great that one wheel would be out of water, or within a few inches of being so, The bouts swung trom the davits were fuil of people, and it any accident bad occurred which would require their us@ it would be impossible to move the people from the bois, because there was no room anywhere else ior them. The sea was calm, fortunately, bat bad there been any wind or the sea been rough, as it w. on the Fourth of July, the sea would have come aboar without any doubt, Surely there is some relio! from the danger to whiett you might be exposed, and which, if it continues im the same way, will end in a foarful accident and loss of life which can wow be prevented. An inspection of the boats on any warm Sunday will prove bier your writer has stated as the trath. . Hh New York, July 12, 1876. FRENCH WORKINGMEN.
