The Attorney General accordingly prays the Ccurt to compel a compliance with the amended rates, and this is the sum and substance of the petition, The absurd stories in regard to the charter of the Consoli- dation Coal Company, having their origin i stock ope- Fations, are cntirely ignored by the Attorney General, who alludes to the charter as a law of the State and quotes its provisiors and powers. The charter was passed in 1860 ana is on ile at Annapolis, being properly authenticated by the seal of the State und by the approval of the Governor. The company organized under its provisions has cvor since paid heavy taxes to the Stato and to Alleghany county, and the charter bas since been amended and otherwise recognized by the Legislature.
