4 THE GAS PROBLEM. (CONTINUED FROM EIGHTH PAGE.) possible Lapp in order to avoid loss by leakage Bom th ‘mains in the streets, which always unavoida- | bly occurs. Dr. “Chandler says (see neering and Mining Journal, January 1, 1876):—‘‘Nothing is so mysterious to the gas consumer as the meter, and yet, as a matter of fact, “the meter is quite as accurate as any other measure in use, It does sometimes err, but fts errors are almost always in favor of the consumer and against the companies. It cannot measure gas that does not pass through it, but may permit ga to pass through without registering the quantity.”” Again he says ‘Professor Wormley, State Inspector ior Ohio, in testing am meters, found soy. thirteen that varied over one-half of one’ per cent, Mr. Stimp- | son, State Inspector of Massachusetts, in one year tested 11,816 meters, only 148 of whieh failed to come within the requirements of the law.” GASMAN, New York, March 15, 1876. FINANCIAL AND COMMERCIAL. Stocks Irregular—-A Sharp Speculation in Western Union. GOLD STEADY AT 114 1-2. Money on Call at 2 1-2 Per Cent. @overnment Bonds and Invest- ment Securities Firm. WALL Street, } Tuuxspay, March 16—6 P. PM Fifty years ago, when the writer was in his teens ‘ad could throw a fly ina trout stream with the best of his fellows, when he dipped into old Isaac Walton for a wrinkle on fishing, and was blind to the pootry and philosophy which ripples through the ‘Contemplative Man's Recreation,” he was unconscious that he would in later years discover a parallel in the stock market of to-day, Old Isaac cast for trout in the Thames. fay Gould baits for gudgeons in the stroct, The former bad a refined appreciation for a delicate fish; the latter (sa pot hunter, and estimates his success by the stand- ard of quantity rather than of quality. In fact it mat- {.rs not whether the catch be made by suell or snare, i is all fish that comes to his net. ‘The trout season having opened to-day it was fitting \hat Piscator should be inthe market with bob and tinker, It was equally fitting that Gould, whom nohody reproaches with being a square man, should appear asa man of angles. So, carly in the day the counterfeit insect, fabricated of feathers and floss, was offered to the bulls (who are notorivusly unlucky in fly ime) with the result of capturing a strong and ad- vancing market, and later on to the bears, who growled responsive to a weak and declining one, To dismiss figure the market has been swung up and town by Gould and his satellites, probably to the gathering in of profit on his own account and with a corresponding loss to small dealers generally. Pacific Mail was first used to spirit up the market by sending quotations quickly from 234 to 24, and next in play came Western Union, which was moved from 68 to 493g. The formidable short interest created on the failure of the Bank of the State of New York afforded anexcellent opportunity for a sharp and sudden whirl, and, consequently, a higher standard for fresh short sales, as well asa market for long stock acquired during the semi-panic of two days ago, Gould was wide awake to seize upon the opportun- \ty; the short-waisted bears were forced to cover their contracts, and sanguine bulls, who look upon the cen- tennial year as only one degree removed from the Millennium, readily swallowed all stocks thag were of- | fered tothem, When Gould had thus caught all the gudgeons that were nibbling about his hook ho shanged his bait and dropped his line in tho troubled waters of a declining market. Western Union fell back at the close to 63 and Pacific Mail to 2214, which was one per cent lower than the starting point; St. Paul, preferred, to 813g, or 14¢ per tent to the bad, and other stocks in variable propor- Hon, The strength of the morning had suffered a dis- astrous collapse, and there was no balm in Gilead. There was more difficulty in lending stocks to-day, the rates per annum of 5 and 6 per cent being readily paid to borrowers for accommodation until to-morrow, ‘Toward three o’clock, however, money grew cheaper, and loans were made at 3 and 4 per cent, ‘The bank sensation has scarcely caused more than a tipple upon Wall street waters, and already their sur- face has again become placid. This is probably owing wo the fact that the work of reconstruction has fallen oJ capable hands, and the incompetents of the former management have recoived their tickets-of-leave. New directors and old were in solemn conclave to-day, but At close of business nothing definite as to a future | sause of operations had been made public. \s the postscript of a woman’s letter contams the pith of the epistle, attention may be here drawn to Mr. Gould’s prime favorite, Union Pacific, which on sales of 700 3 advanced from 66 to 0734, and on she sale of 100 more dropped to 6544. “Here's richness for you,”’ said Mr, Squeers, criticis- ing the milk jug, THE SALES TO DAY aggregated 217,000 shares, which were distributed among active stocks as follows:—New York Central and Hud- son, 250; Erie, 32,206; Lake Shore, 37,400; Northwest- | ern, 2,100; do. preferred, 400; Rock Island, 200; Pa- tific Mail, 30,000; St. Paul, 14,000; do. preferred, 5,400; Dhios, 2,600; Western Union, 77,400; Wabash, 200; Union Pacific, 950; C., ©. and L. THR MONEY MARKET, The excitement resulting from the suspension of the Bank of the Stato of New York having subsided mouey is to-day easier, and loaned abundantly at 4, 3 and 244 per cent, the last being the final rate. It is | said that while the Importers and Traders’ Bank was calling im loans under the ‘scare’ to ‘tho extent of $2,000,000, and thereby tending to aggravate the situa- tion, the Fourth National was freely lending to the extent of $800,000 for the purpose of allaying, as far As practicable, the oxisting excitement, The comments respecting the failure, its causes and attendant inci- mts, are by no means mild or generous, and it is not gy that further on we shall have an investiga- on. A meeting of the new directors of the Bank of the State of New York was held yesterday and last evening for the purpose of examining thoroughjy into its affairs and learning the amount of its liabilities and assets, It is believed that the Comptroller of the Currency will accept the new organization as a guarantee for the future conduct of the institution, but if in addition to this a bond is required the latter will be promptly for- warded. There will then be no further bar to the re- sumption of business, It ts said that no difficulty will be encountered in securing sufficient cash to begin the payment of depositors at once, Altogether, the out- look of the institution is hopeful, although days and weeks may elapse before the débris of the failure is effectually removed. MILWAUKEE AND ST, PAUL COMPANY, Ata meeting of the St. Paul directors this afternoon a dividend of 14 per cent was declared on the pre- ferred stock, being 7 per cent out of the earnings of 1874 and 7 per cent out of the earnings of 1875. It Is payable in consolidated sinking fund bonds on the 10th of April. This will account for the steady rise of the common and preferred stock of this road. We aro farther informed on good authority that before a year bas passed a dividend will be likewise declared on tho common stock, the earnings being on the increase and the prospects good.
