Wasuineton, Feb. 10, 1576, & DEEADFUL ROW IN EXECUTIVE SESSION OF THE SENATE—ARRAIGNMENT OF GRANT'S AD- MINISTRATION BY A COLORED SENATOR— THE NEGROES OPPOSED TO GRANT FOR A THIRD TERM—CONFIRMATION OF BILLINGS. ‘There was a dreadful flare up in the Senate this even- ang. After two long and wearisome centennial speeches, which occupied most of the day, the Senate went into excoutive session. the Southern question and General Granv’s policy were divenssed with unusual avimation, Among the Jeading Senators who participated were Morton, Conkling, Thurman, Bayard, Bruce and Alcorn, The first thing brought up was the ques- Hion of the confirmation of E. Senator Bruce, of Mississippi, listened to the insinuations of the democrats and the soothing remarks of the liberal republicans until he could bear it no longer. Then he took the floor like @ bomb shell, and scattered his shot in all directions. He said that the colored men of the South had suffered every indignity trom the white democrats, and their rights had been trampled under foot by those who where supposed to represent the government. Instead of protecting their rights under the constitution President Grant had deserted | them and left them helpless under the heel of dospot- ism. It was useless to conceal truth any longer. The speech produced a terrible panic among the radi- cals, Senator Simon Cameron, true to his vigorous way ofexpressing himself, said ‘‘it was a hell of aspeceh,”” and Alcorn enjoyed it hugely. The democrats applauded it and told Senator Bruce the negroes ought all to be democrats. Senator Alcorn, in reply to Bruce, said that he was sorry to hear such injudicious remarks from bis col- Teague.
