NEW YORK HERALD, THURSDAY, SEPTEMBER’ 30; 1875.—-TRIPLE SHEET: FINANCIAL AND COMMERCIAL, Stocks Somewhat Stronger—A Pacific Mail Re- port—Rumors of Trouble—An Active Market, GOLD CLOSED AT 117 1-4, Money Abundant at 1 1-2 and 2 Per Cent— Commercial Paper Unchanged—The Foreign Market Dull. Wau. Street, } Wepwespay, Sept. 20-6 P.M. The stock market to-day was again led by Pacific Mail, which in turn communicated sympathetic utrength to other securities, It was suggested in this column yesterday that the price would touch 38 It barely did so, Thereupon the street was flooded with roorbacks. Some of these referred to well known houses, and for the moment tho undercurrent of excite- ment ran strong. Another rumor was somewhat better defined, and concerned the welfare of the Third Avenue Bavings Bank, of which it was saia that threo of its trustees had gone to Albany to make application for the appointment of areceiver, Although the payments of the day may not have been suspended by the bank, and the report of its failure was gemi-officially contradicted, the belief is still uppermost that the institution is in trouble. It would be among the most undortunate inci- dents of the existing situation if the distrust that at- taches to speculative securities should extend to the poor people whose little capital is invested in the banks, and it is to be sincerely hoped that every effort will be made to sustain their credit. The report of Vice Presi- dent Scott concerning Pacific Mail is not everywhero regarded as satisfactory; but perhaps the reason is that the story published yesterday of the salo of the side- wheel steamers on the China line turns out to be A BARE FALSEHOOD, and follows into obscurity a hundred others of similar import that have been given out far no other purpose than to delude the credulous, The report in full will be found elsewhere, A correspondent, on this subject, makes the following comments:—‘“‘It will be well for the public to note that while the report gives the total indebtedness as of March 1 at $1,474,701, including the sums accruing as duo before December 1 on the three new steamers, all such items are omitted from the pres- ent indebtedness, for itis well known that the com- pany gave Mr. Roach its notes for about $330,000 before obtaining possession of the City of San Francisco—a sum greater than the total of bills payable now given, Again, in this statement no allowance is made for cash assets on hand March 1, or for receipts from the sales of real estate and other property, which have amounted to over $700,000. Itis quite evident that this state. ment is no more reliable than those which were so freely circulated about ono year ago, Yetit is not un- likely that while the public would ¢o well to improve this opportunity to sell the stock they hold, the present position of the stock might make it dangerous for oper- ators to sell it for ‘short’ account.’” THE STOCK MARKET. As before indicated, the leader of the market was Pacific Mail, of which some 103,000 shares were sold. The opening price was 363%. There was then an ad- vance to 38. Rumors of a favorable report, coupled with the forced covering by the shorts, led up to this result. Quickly, however, other and more damaging canards took their place, and the price fell off to 3636 a 36%, at which the close was made, The next most active stock was Western Union, which sold from 763¢ to 76%, fell off to 75%, and closed at 757%. Wabash ad- vanced from 634 to 744. Lake Shore ranged between 5314 a 543g, but at the close was weak at $35, Hanni- bal and St. Joseph moved up to 19% per cent, and ended at 19. Atiantic and Pacific preferred sold down to 934, and Missouri Pacific to 42, Both of these stocks were depressed by discouraging rumors: connected with certain law suits that were pend- ing; but from one of the officials of the former company—both are closely identified—we re- ceived the following copy of a despatch from St. Louis, sent at alate hour to-day:—“The case of George Op- dyke and others against the Missouri Pacific Railroad has been tried, and final judgment rendered in favor of the railroad company. There is no appeal frond this decision.” St. Paul advanced from 84% to 34%, closing at 3414. All the Western shares are attracting more attention from the fact that reports about business in the West are cheering. Union Pacific advanced to 703¢ and closed at 69% a 70. Harlem sold at 13034, against 132 yesterday. Erie fell off to 165%. Michigan Central ad- vanced from 55 to 5734, closing at 563¢, Ohios reached 17, but ended at 16%. Northwest common advanced to 40, but reacted to 3914. Rock Island closed at 108, the best price of the day. Erie sold at 16% a173¢ and closed at 164%. The Rapid Transit Commissioners yesterday devoted the greater part of their session to a discussion of the spe) cifications to govern the Now York Elevated and Gilbert Elevated railroads in tho construction of the proposed roads, The nature of these deliberations, of course, cannot be disclosed, The Commission had in consultation with them for several hours Mr. Foster, President; Mr. Alex- ander, counsel; Mr. Navarro, capitalist, and Richard Wilson, engineer, of the Gilbert road, and President Courtwright, of the Greenwich Elevated road. One of the Commissioners stated to a Huraup reporter that it was not at all likely that any plan now before the Commission would be adopted in its entirety, “It is impossible to find a perfect plan, as it is impossible to find @ perfect man, and we will endeavor to adopt the best features of the best plan.” It seems, there- fore, pretty certain that the public aro not likely to be inflicted with any ‘railroad on stilts,” like the present Greenwich road, which has Ueto @ successful experi- ment but not such as should be set up as a permanent id transit line. "Fhete was much rejoicing yesterday over the horse, foot and dragoon, of the horse car comvanies represented in the advocates of the depressed system. For days these gentlemen lobbyists have veen at work industriously to mistify and delay the Commission, hoping to prevent the adoption of a plan within the timo specified in the law, in the hope that a new com- mission might be appointed who would dilly-dally until the Legisiature meets, when the horse car com. panies would be masters of the situation. They have resorted to all manner of misrepresentation, and in some instances falsehood, to carry their polnt, but happily have failed, as they ex} thete ehele mide of campaign too soon, Among other stories they circulated with a view of prejudicieg public sentiment against the Commission, and in Sagi of the appointment of another one to succeed La @ statement that Commis- joner J. L. Mott is a $1,000,000 stockholder in tho bankrupt Boston and Montreal allroad, ‘and supported the elevated plan to make ita feeder for his own line, Mr. Mott authorizes the statement that he has not a dollar's interest in the road im question, Hearings were fd yesterday to the plans of Ira Buckman, Alexander randon, James K. Serrell and General Koy Stone, rep- resenting the Phoenixville (Penn.) Iron Company, This Company presented a model of a saddie-back elevated road, which they have in operation for a distance of a quarter of a mile at Phoenixville, L. Sykes & Son, of Philadelphia, filed plans for a double column four track elevated road, fifty feet , the costof construction of which they. retused to ivulge. The officers of Part 1, Court of Common Pleas, hav- ing notified the Commissioners that the room is’ to be occupied by the Court, the Commission will to-day va- cate and occupy a room on the floor above, which 1 entirely too small to hold the models they have before them. They have, consequently, notified inventors to remove their modols at once, stating that while under the law they are empowered to confiscate them, an have no desire to do so if they are at once removi It is believed that the plan of construction will be agreed upon to-morrow or Saturday, and a promalga. tion of it made on Monday next, depressed railroad men are greatly broken in spirit, and not one of them appeared yesterday. They were, however, in the neighborhood, and very active ta denouncing the Comuuission and plotting for the defeat of an cie- vated road,
