Ham, who was removed from the appraisership of the Chi- azo custom-house without notice, charging Secretary Bristow with covering up the frauds of the New York ecustom-house, and saying that the report of Mr. Bloigett, de- tailing the frands practiced on the customs revenue in that elty was suppressed by the Secretary, and Mr. Blodgett was not permit- ted to return to New York to complete his investigations. On the other hand, the Seeretary's friends say that Mr. Ham’ was removed on account of criticisms on Mr. Bristow in the Inter-Ocean, to which paper Mr. Ham is a contributor. AN EQuESTRIAN STATUE OF LEE.—The governor, heads of departments, and other officers and employ es of the state at the eap- itol, have signed a paper directing the auc tor to retain one day's pay of theirs during the month of October, to be appropriated to a fund for erecting an equestrian statue of Lee. THE EcLirs® OBSERVERS.—The prepara- tions which had been made at various places for the observation of the annular eclipse of the sup, which oceurred yesterday morning, were somewhat marred by cloudy and rainy weather. At Cambridge and Albany it was so cloudy that no observations ecoult taken, but at Wilson Hill, N. H.,and Ban- gor, Me., the scientists were more successful, several photographs of the various phases of the eclipse having been obtained. SPEECH BY THE PR DENT Army of the Tennessee jon. Drs MOINES, Sept. 30.—At the evening session yesterday of the army of the Tennes- See the opera house was crowded. An ad- dress of welcome on the part of the state of Iowa and the city of Des Moines was de- livered by Hon. C. C. Cole. Governor Fletcher delivered the annual oration and Teviewed at length the history of the army of the Tennessee and of the society and the war. Eulogies on members of the society who have died since the last meeting were pronounced by members. Among the dead are Generals Morgan Smith, Frank Blair and Chester Harding. THE PRESIDENTS SPEECH. President Grant, being calle on,came for- wantand read quite a lengthy speech. He said he had concinded to disappoint those who had calied on bim first in the expecta- tion of getting a short speech, and had jotted down some things he wished to say. He then expressed his gratification in recalling days when they had suffered together to preserve @ government they believed worth fightii¢ for, and even dying for. We will not, said he, deny to any of those who fought against us any privilege under the governmeat which we claim for ourselves. On the con- trary, we weleome all such who come for- ward in good faith to help to build up the waste places and perpetuate our institutions againstall enemies, as brothers in full in- terest with us in a common heritage; but we are bot prepared to apologize for the past. To guard agatnst a recurrenes of those days we must begin by guarding against every enemy preventing the prosperity of free re- sublican institutious. Said he, [ do not ring into this assemblage politics, certainly hot partisan polities; but itis @ fair subject for the soldiers in their deliberations to con- sider what may be necessary to secure the prize for which they battled. Tue President urged the cultivation of intelligence among the people in regard to political matters, aod sald if we are to have another contest in the near future of our national existence, I pre- dict that the dividing line will not be Mason and Dixon’s, but between patriotism and in- telligence on one side, and superstition, am bition and Ignorance on the other. In this centennial year the work of strengthening the foundation of the structure commenced by our forefathers a hundred years ago at Lexington should be begun. Let us all labor for the security of free thought, free s; ch, free press, pure morals. unfettered religious sentiments, and equal rights and privileges for all men, irrespective of nationality, color or religion; encourage free schools, and re- solve that not one dollar appropriated to them shall be applied to the support of any sectarian school; resolve that neither state hor nation shall Support institutions save those where every child in the land may get & common school education unmixed with atheistic, pagan or sectarian teachings; leave Foatters of religion to the family altar; kee} ihe church and state forever scmerate wi thete safegua.ds, and I believe the batties which created the army of the Tenuessee will pot have been fought in vain.
