THE HARLEM PLAGUE SPOTS. EFFECT OF THE RECENT RAINS UPON THM FLATS—THEIR TRBRIBLE CONDITION—THE WORST SPOT OF ALL YET UNTOUCHED—THA FLOODS ALONG THIRD AVENUE, A More loathsome and disgusting sight thaa that afforded yesterday morning by the Harlem flats could mot be imagined. Tus HeRALD re porter reached them at a very early hour, ana made @ careful survey of the grounds—or rather the holes and pitfalls—in order to ascertain how much they had been affected by the recent heavy rains, If one can imagine the Harlem River to have risen over Its banks and overflowed the entire neighborhood for blocks around he can form a pretty accurate idea of how the flats appeared tris morning. From a dis tance the whole area of territory between Second and Third avenues in the neighborhood of Ninety« eighth street resembled A VAST LAKE, its surface being almost entirely covered with water, while the ground stretching from second avenue down to the river was also hidden from view by the flood. Standing on the high stone aburment betveen Ninety-eighth and Ninety-ninih streets, the HERALD reporter saw before him & most palofal and sickening sight. The water when it fell wag pure and fresn and had lain there less than twenty-four hours, but the piace it covered was remattte foul that the water was dead, discolored inking. atthe thin layer of pure soll that bas recentiy been scattered over thia particular portion of the marsh, whiie it may have subdued for atime the obnoxious odors exuding tnerefrom, 18 imaat- Jestly InsuMotens to smotnsr the poisouous gases that pervade the air, This 1s easily understood when we consider “that these gases proceed troux the mud and siime below, which, according to tue statement of an overseer, 18 FORTY FEET IN DEPTH, It 1s also readily seen from this “fact that frean water cannot lie upon the fats evea ten hours Without becoming poisoned, Whether tho disin- fectanis previously deposited on the flats, or Whetner the chemical properties of the gase: themselves have changed the nature of th water, the reporter could not determine, but it was quite certain that the water lying in different parts of the flats is of different colors, In some pisces it was green, 10 Otners blue, and sometimes it was of a faint ye lowish tint. The other day, when the writer visited the fate he was shown a@ drain, nearly completed, which be was told ‘would carry off all waste water and leave the flats clean and sweet. Buta glance at flats yeaterday showed how foolish the state- d how insufficient are aero eis made by the authorities for @ necessary ar: A prominent citizen of Harlem yesterday said :— “Bven a casual summer shower sets ali the fais afloat, and the gentie rain tous who live here, instead of being a erred is really @ curse, be- cause lying out over th foul beds it becomes stale and rank, and the evening wind passing over carries the odors to our parlors aud tho chambers where our little ones are asleep. How jong the water will be there I don’t know, We never pray for rain in Harlem any more.” THE GREAT SLOUGH. far the Board of Healtn 2 has apparentiy taken no notice of the worst nole in th near Harlem and which the MERALD bas beiore omted out as exceedingly foul and dangerous. if t is located at the corner of Second avenue and 106th street. Itis covered, not with water, ie with something which, though once water, Is no’ so thorougnly mixed with slime and filtn that i bas about the same consistency as mush, A thick coating of greenish film rests over it, and fies and mosquitoes exist about it in millions, There is no telling how many diseases have been goner- atea by this poel, nor how it Wiil in fature affect the mortality of the residents of the neighbornood ‘unless at once attended a vote mac A ea sit made to the ne! rho ing a Thira avenue, between Fortieth and Por oe Sireets, snows that the damage d there by the recent showers hag been very much exaggerated, The rain came in such torrents that the sewers, peing blocked by the refuse ‘lying im the gutters, could not carry the water off. Besides, the ground on the east side from Second avenue, and on the west side irom Lexington avenue, slopes down toward Ti and hence it was that the sidewalks were ovyer- flowed, cellars deluged, and the [ Aotyce consider- ably alarmed. The condition of the district was an Tesoit suMctent to prevent any serious dat mage, ior Many of the cellars had no occupants at al, and tu which were tenanted shoemakers, painters, barbers, &c., Who but little stock to be destroyed. tor age will not exceed $1,500, and thi es in the entire district Hooded by the water, The sewers in this neighdorbood need to be atteaded to im- mediately, They are very much clogged and un- | less repaired another shower will be attended by the same results. THE STATE FINANCIAL ACCOUNTS. When the examination of the books of the State ‘Treasurer was made two years ago the objection- abie features of the system with which the pubiio accounts lad been kept in the State Treasarer’s office at Albany were made apparent. The de fects existing were pointed out and commented upon by Accountant William E. Warren tn his re- port to Governor Dix. Subsequently State Treas- urer Raines asked Mr. Warren to furnish bim with a sketch Of a system waica he would recom- mend as a sulstitate for the antiquated one then in use, which he did. Mr. Warren has receatiy been iniorwed that the improved system devised by him bas been approved by State Treasurer Raines, and is (o be put in praetical operation rat tue commencement of the next tise ent, we Ist of October next, and Mr. Warren boen requested to goto Albany and prepare the neces- sary books and supervise the transier Of the ace counts. THE RAPID TRANSIT COMMISSION, MORE PLANS FILED—THE GILPERT ELEVATED ROAD OFYER TO GIVE THE PEOPLE RAPID TRANSIT. The Commissioners of Rapid Transit moet again yesterday, and heid @ session of two hours for the cousideration of plans; bus no business veyond vhis was transacted, The Commission have set Friday as the day for hearing argument on the behalf of the Greenwich Street Kievated Ratlroad for permission to extend their tracks to the Grand Central depot and the Hamilton and Staten Island) ferries, were yesterday submitted by Dr, New- Pi bourgh tor so elevated ruiiroad; by Wiilam Schneoly, of Hackensack, N.J.. ior an olevated railroad, and also by Nicholas Nolan jor an ele- vated ratiroad, in which the cars are suspended below the track. These plans were not specially meritorious, and they were jaid aside for imture examination.
