Serr kta eae THE PREEHOLDE! FRAUDS IN HUDSON COUNTY—STARTLING DEVELOPMBNTS—INTER- VIZW WITH THRE WARDEN OF THE ESSEX COUNTY JamL. The extraordinary scene in the Board of Free- holders at Jersey City two weeks ago in regard to the extravagance in the management of tne county institutions, comprising the Jail, Peniten- tiary, Almsbouse, Lunatic Asylum and Hos- pital, has agitated the public to a degree never before equaiied except dur- ing the famous Buwaced trials, Colonel O'Reilly submitted statistics in regard to the manage- ment of the Essex County Jail at Newark, which showed that dondle the number of prisoners maintained in the Hudson County Jail were supported for less than half the expense incurred im the latter institution. Mr. Young. the Chairman Of the Board, leit his seat and said that he staked his reputation on the assertion that the statistics were faise, while other members of the Board openly defended the extravagance In the Hudson County Jail, im order to ascertain the facts im the case, a HERALD reporter proceedeg to the Essex County Jatt yesterday and had ao interview with Warden Johnson, whien will prove most interesting to the fleeced taxpayers of Hudson county. Colonel Jobuson, unlike tne wardens of other prisons, answered the cail of the beil in person, and not only manifested lis Willingness to untold the sta- tistics of the prison te the public through the press, but also poimted out many things that would escape ordinary observation. The expense of conaucting the institution for the year enuing the sth of last April was $13,890 56, an average of thirteen and @ halt cents per day for each prisoner aS far as 100d ts concerned, Coal, blankets, cups and otuer similar articles, amount- ing to @ comparatively trifling sum and turnisned by the comuitiee (not by the warden), are not included In this estimate, ‘The ries are as tollows:—Warden, $1,200 4 year; deputy, $1,100; engineer, $720; nigat watctiman, $720; assistant watcoman, $720. It must be bere careluily noted thai the Warden and lis family are the only per- sous employed Who are allowed aay provisione, ‘rhis rule 18 stringently carried out. The werden takes off for tne use of his Own table choice cuts 1 the beel iurnisned for the use of the prisoners aud hove other, The beet is supplied at six cents per pound, (lt was offered to the Hudson county Freehoiders last year by Mr. Bryau Smith, of Ho- poken, atseven centa per pound, but the Board smiled coutemptaously, and generously paid more than double the amount to another bidder at the expense of the taxpayers.) The lollowiag is the dietary scale in the Essex County Prisou:—Breaktast every moroing. one- one of one anda quarter pound ioaf and one pint of rye coffee, with what 18 known as dry b ‘ur dinuer, codfish nash two days in the we with the same quantity of bread t breaksast. One day in the week pork aod beans are aliowed for dinner, and on the remaiuing days the dinner consists of beef soup, potatoe: ud brea Corn meal, mush and molasses are say- piled on sunday, and the quailty of the food ts improved ou the holidays. Tne cost of the bread tarnished by a Contractor to tue ivstitunon is taree cepts per loa! (retail price to ordivary cou- sumoers, tem cents), and tue rye used for tné soup only :our cenis per pound, By making a con- Iract with @ baker insiead of having the bread baked fn the mstitution the sum of $1,000 a year 48 saved On that urticle alone. Potatoes are lur- Disved at elgnty-five cents per bushei aud they were formerly mach cheaper. in summing up the case Warden Jonnson said, “You may think our average o! tuirteen anda hail ceuts low, but we once led ten prisoners for eleven cents and jed them what I constuer well. Mr. Young, tne direcior of the Hudson County Freeliolae: aid in open Board inat he would stake O18 reputation that this wasimpossible. If he would come ere | will iurnish nim proo! that his reputation is irretrievably fost. fe also #: t inven economy as ARDY Count, ‘That ldeny most emphatically. Toe assertion ts uojust to wu I have no interiere in the mup&gement of tne lostitucions in other counties, but w iam asked for in orma- ton by representatives of tue press and members of public bogies I consicer it my auty to juruisn 1%. Johnson, seeing the Reporter amaia as this point, asked ulm If 1t were t so in Hudson county, but the reporter de- clined to reply. ‘The books were then exhibited and the follow- ing comperison was madse:—Cost of leeding prisoners tn the Hudson County Jalil, forty cents each, or $27,000 during the year; in the Essex County Jail, with more than doub.e tae pumLer of risoners, tbirteen and a baif ts each, or 13,800 of tue yea: Fr the latter is to be de- Gucted $550 10 fees returned 1 the county, so Essex County Maiatains its prisoners, uumvering More than double those tn Hudson coun'y, at less DATES OF DEPARTURE FROM NEW YORK FoR THE MONTHS OF JUNE AND JULY.
