PRINCE BISMARCK’S POSITION. WILL HE RETIRE FROM OFFICE?—A POLITICAL AND COURT CABAL DIRECTED AGAINST HIM. {Berlin (Feb. 24) Correspondence of London puted News.) The remark of the Berlin papers that they are | obliged to keep standing at the nead of their col- umns the line, “The retirement of Prince Bis- marek,” is at the same time acomplaint, The first rumors of the kind were published in the rural press, and the sensation has been tndustri- ously fed by Berlin correspondents, who are more ingenious than accurate. Some of. them have simply mentioned the possibility of Prince Bis- | mack’s ultimate withdrawal, which is a sale | Rnough experiment, Tne Prince is not eternal in| pfMlice,no more than he is immortal in physical | Mie, Others bave gone a step iurther and aszigned | Gates and causes for his withdrawal; and a third class, More adventurous than either, have ap- pointed his successor or arranged a system of suc- | cession. | Let us now pass to the assumed motives of this | hypothetical retirement of Prince Bismarck. | What has lately occurred, [ will not say of @ nature to cause his retirement, but of @ natore to sug- gest the probability of bis reurement? Three events are assigned—one political, two personal. The first ig the deieat of the Ministry tn the Lower Mouse on the Virchow motion. I have already ex- lained the tendency of this motion, As you a ‘eady KuOW, the “Kreisordnung,” or cOunties re. form of two years ago, Was not applied to the | whole kingdom, Tne two Rhine provinces and | the proviuce of Posen were, lor prudential rea- | pons, excluded from its benefits; and at the time | Very little objection was made to thas discrimina- | tion. But tais season, ou the introduction of tne scheme of provincial retorm, the liberals deter- mined to insist on the extension ot the previous couniy reform to the western provinces, Pro- lessor Virchow was chosen to present a motion to thateffect. This geutieman ts one of the pro- Joundest physicisis of Germany, whicn does not revent him irom being one ol the most capable | egisiators, and he enjoys the further honor of a challenge from Prince Bismarck during the stormy | period that ushered in Sadowa. He presented | the resolution; there was a debate, in which the Ministers made a stubvorn resistance, and were ignominiously deieated. In a@ strict system of | Paelipmentary government this might have neces- | tated the retreat of the entire Cabinet, but in Prussia it involved at most only the Minister of | the Interior, In Prussia, as Prince Bismarck bim- Self has often complained, und as I have olten ex- plained Ip this correspondence, there is no Pre- Yer in the English sense, who is responsible in the name of bis colleagues tor a policy, and no Pective solidarity between tne Ministers asa Cabinet, THE PERSONAL REASONS pre of @ more serious character. lt is said that the pbysicians of Prince Bismarck have informea him that bis heaitn absolutely requires the abau- donment of his political labors, and that they | nnot otherwise be responsibie for his life. { Bee No reason to doubs that this is true. Physi- cians in charge of iliustrious patients are not in the habit of erring on the side ol recklessness, bat rather the contrary. The Emperor himseit would long since have abdicated if he had oveyed | the doctors, and, in the case of Prince Bismarck, bis medical attendants have given him more trouble than all the Parlamentary opposition | that he has encountered, They would have sent him into retirement long belore tne French war; tney wished to get rid of him two years ago, and very nearly suc- | ceedet. But cannot learn that the | | Prince is in a worse condition this winter than he has been jor many yearg. On tne contrary, he 1s, Pe haps, better on the whole, for nis participation ib the earlier labors of the Reichstag was treguent and effective. He receives tew viaitors, indeed, | and canno§ bear latigue or excitement; but he | ‘Waa able, two days since, to spend several hours | With His Majesty in oiticial work. ‘This is not the conduct of a dying man. 1t 1s not denied, turtner- | more, that the police of Berlin have repeatedly Warned the Chancellor against plyts o! assassina- tion, and that alter bis return (rom Kissingen they | advised him not to walk in the public streets or to riue In &n open carriage. lt does not appear | that he has paid much attention to these warnings. Thave seen him this winter walking alone along the streets, and he wil, of course, continue to walk vr ride in the manner most convenient to him. One does not always escape a real assassin vy act- ing as if all men were assassins, Now tnese three co-operating reasons are not derived from any- thing that the Prince himself has gaid, nor simply assumed as reasons which afe likely to influence him. If either of these tneories were true it would be bad enough. Bn if the secret history of toe Imperial Chancellery ever comes to light it wul be found, | velieve, that the whole excite- ment has been jomented by parties at Court and elsewhere, who are determined to drive Bismarck | from oflice. They are Jagos and something more. They bot only play on his jealousy by depreciating to him his influence in Parliament and by exag- gerating the strength or his rivals, but they seek to play on his iears with the aid of a reactionary Peilice and a Court physician. ALFONSO AND SERRANO. THE SPANISH MONARCH ADOPTS AN ANCIENT AND EASY MODE OF AFFIXING HIS SIGNATURE— MARSHAL SERRANO'S RELATIONS TO THE CROWN. {Madrid (Feb, 18) correspondence of the London Times.) King Alfonso professes to belong to his age, and has done away with many of the usages to which the Spanish court clung for centuries, and which were, perhaps, merely remnants of old Moorish Patriarchal life. He does not, ike his mother, address his subjects as slaves with the jamiliar “Tucu;? he does not suffer them to kneel at his feet or kiss bis hand; and, by a decree published yesterday, he has signified his pieasure that his name “Alfonso” shall henceforth be signed at the Joot of all laws and edicts instead of that “Rubrica de la Real Mano’’ (the King, bis mark) which was, since Charlemagne, the undignified expedient of literate monarchs. Even King Alfonso, however, pees aware of the Necessity of observing toward uiplomacy all the forms prescribed by immemorial | etiquette. | SERRANO’S ATTITUDE TOWARD THE KING. -.Among the many visitors one might expect to | Bee at the Alcazar there 13 One who has nut as yet made fis appearance there, and that is -the late bead of the bxecutive, Marghal Serrano, Duque de \a Torre. He came back Irom France some weeks | ago, but he is stilt musing or sulking at La Granja, and seems desirous to impress upon the public the notion thut “his public ‘eer 1s at an end, ana vhat be must now close nis days in a dignificd repose and retirement.” For my part, however, [ have not forgotten that a declaration to the sume eect came irom-this same Serrano as he stood, with a Nolo Episcopar simper, address. ing the multitude from the baicony of the Palacio de la Gubernacion, in the Puerta del Sol, a very few days after (he battle of the Bridge of Alcolea. Serrano owes himself to his country ana his part aud there is po doubt that he has it now in his ower to sirengtien the King’s government, as he wonld have had power ot establishing it, had he not so completely thrown away is chance at | fa crisis Of tue pronunciamento of last Decem- | er. THE PIACE-HUNTERS’ PARADISE; BUT NO PEACE. There 1s little doubt that an alliance becween the Serranists and the liberals In the King’s Coun- cil is by most sensible Spaniards considered a great desideratum, and Serrano will incur no litve blame if he remains brooding at La Granja Instead of at once showing himself to Madrid, where, in his capacity of Captain General, he might be expected to do homage to tie new Sovereign, The general opinion is that either himseli or his irienas tor him are driving a bargain and niggiing about the terms on which their Ju-10n with the government is to be based. Unfortunately, the Ministers have already shared as much as they had to give among their iviends, and possibly there remains but little ior them to dispose of, The greed of Spanisn politi- clans Jor place a3 suffered no abatement, and as many a 4 e-locusts are swarming about the Ministerta' ces ID monarchical times as ever | devoured the presupuesto or buaget in republican days. ‘Chere will be no order or well heing in Spain, no truce to revolutions, no nope of Anancial O; Adwinistrative reform ull the Puerta det sol ia Swept of its throng of hungry place hunters, | Carlists and Cantonalists are eviis that may pass | Way, bul the scrambie lor office will never aliow the country any rest, AMERICAN HONOR TO VICTOR HUGO, (From Galignani’s Messenger, Feb. 27.)
