There are millions of money lying idle to-day because the owners dare not trustit to tue tender mercies of a class who vainly believe that by passing laws they can change the current of trade or divert its control- ling principles from thetr/ accustomed channels, ‘The logs of gold, the decline of national income, | the decrease in the earnings of railroads, tne weakness of speculation, dulness, depression, doubt—these are THE FEATURES OF THE HOUR, Bnd they are the result of causes for which Im- proper or untimely legislation may be almost | entirely held responsibie. Doubtless time will effect acure, but meanwhile business will move with extreme caation, for the prospective resump- Yon of specie payments and the imposition ef | fresh taxation have made new calculations neces- | sary. In fact, since the establish- | ment of the new rule concerning commissions | there has been a notable reduction in the volume of business, and the market has been left chiefly | to the brokers, itis sala that steps have been | taken for the organization uf another Board, some | of the larger operators finding it unprofitabie to continue their orders on the present basis, Prices were strong at the beginning of the week, ad- vancing irom % to 1 per cent, but later a decline | set in, ranging irom 1to4 per cent. The leader of the downward movement was Pacific Mail, which sold from 34% to 30%. Wabash | receded irom 16% to 12k, the romor being current that the road would pass into the hands o! a receiver. C., 0. und I. C. declined trom 844 10.4%, on account of legal proceedings, and the appointment of receivers. It closed at 5% Lake Shore declined irom 73% to 72%, ending at | 73, Northwest comman tell off trom 45% to 43, and closed at 434;. The preierred siock went down from 6834 to 565, and closed at 55%. St, Pau! common weakened from 87 to 3434, and closed at 8434. Union Pacific was exceptionally strong, sell- | lng up to 413, the large earnings ‘of the road tending to elicit fresh confidence in the stock. ‘The bonds were also stronger.
