FROM OUR SPECIAL CORRESPONDENT. WASHINGTON, Dec. 23, 1874. REPUBLICAN DISSATISFACTION WITH THE SENATE | FINANCE BILL IN THE HOUSE—ITS AMEND- MENT OL DEFEAT PROBABLE. ‘The Senate’s Finance bill does not improve on | acquaintance. The more itis scrutinized by intel- ligent members of the House the | they are sat- ished with it, and this morning it was not diMcult to find men on the floor who privately denounced it, 1t may pass the House, as it passed the Senate, by a strict party vote, as @ strict party measure. |» It js set Gown as the special order for the 8tn of January, and this 1s a success for the enemies of | the bill, because by that thme the press and public sentiment can be beard upon its demerits, Of course the mass of opinion on 1t in the House is party opinion, and therefore of little importance; but a number of republican members quietly said they would go home and hear what was sald of the measure there, and afew will not vote for {tat all unless it {g9 materially changed. Two points are certain—first, that the bill will not ef- fect @ contraction of the currency, because, as everbody here sees, no new dank currency will be | asked for under present circumstances, and, until | there is, no contraction of legal tenders author- zed; second, the bil! distinctly does not forbid | the reissue of the redeemed legal tenders, and | Senator Sherman’s language yesterday in the Senate, in explaining this part of the measuy, | plainly showed that the authors of the bill did not | mean to forbid such reissue, and that those who | support the bill do so with the plain understand- | ing that the legal tenders may be re | issued and will not be cancelled, If at any time a | Secretary of the Treasury should choose to reissue such notes he could justuy himself by tne lan- guage of Mr. Sherman, It is not feared that Sec- retary Bristow will ever do so, but he may have a successor less scrupulous. On this last ground several republican members will refuse to vote for the bill when it comes up; but it 1s quite pos- sible that by that time pubdlic opmion may de- mand important changes to be made, and it 18 not impossible that a number of the party jay refuse to support the present bill at all. In six- teen days, mostly spent at home, many members will hear wise counsel, Speaker Blaine is going to Boston for a few days and will hear there opinions which may change his mind about this | measure. He doe, not pretend to be satisfied with It, but feels that something ought to be done and that this bill is better than nothing. | FROM OUR REGULAR CORRESPONDENT. WASHINGTON, Dec, 23, 1874. DANVASS OF OPINIONS ON THE NEW FINANCE | MEASURE AMONG MEMBERS OF THE HOUSE— | PUBLIC SENTIMENT TO GUIDE THEIR ACTION. upinions in the House on the Finance bill vary. Ex-Governor Ward, of New Jersey, gusto, It was very good and removed the doubt | from the people’s mind as to when the republican | party was going to fix specie resumption. The | bili could not de fixed up better if a person had-all | his own way about it, and it Was in fact just the | thing wanted. General McDougall, from tne | Auburn district,’ where he ‘has been a | banker, thought “It was all right, but,” with | @ laugh, “something near nothing.” Speaker Blaine said it would pass. General Hawley, of Connecticut, did not know about it, but would | wait to be enlightened by the banking interests of Connecticut during the recess before he would decide how to vole. The California delegation are for it, Representative William W. Phelps, of New Jersey, favored it only with the qualification of an amendment directing the destruction of the legal tenders a8 s00n as received at tue Treasury in lieu of national bank notes issued. Messrs. Hale, of Maine, and Schofield are in favor of it, while General Butler is understood to oppose it, because “ne thinks he can frame a det- | ver bul “Sunset”? Cox has not made up | his mind yet upon it, and Judge Kelley, | of Pennsylvania, who shunned the House | to-day, is violently opposed to and denounces the | measure as atraud, asserting that his bill, provid- | mg @ three-sixty-flve interconvertible bond, is decidedly better ag one of relief, Mr. Randall feels that “it is a purely partisan measure, and | will take its inevitable course.”” So does Mr. Beck, of Kentucky. Mr. Willard, of Michigan, is fully Batisfied with it, and will vote Jor it with alacrity. The democrats generally can be set down as féel- | ing that, as it is @ purely partisan measure and not Teally designed to benefit the country, they ‘Will not be caliea upon to vote for it, The oppo- sition will not be composed of, nor in any way represent those in favor of more greenbacks. GENERAL EMORY TO BE RELIEVED OF HIS COM- MAND BY GENERAL TERRY—A NEW MILITARY DEPARTMENT, INCLUDING THE FIELD OF THE | SOUTHERN TROUBLES, TO BE CREATED. : A delegation of Louisianians called upon the -Prestdent to-day, and, through Representative Morey, asked bim to place General Yerry in com- mand of the jederal forces in Louisiana, as the presence of General Emory was not calculated to imspire confidence among the friends of the ad- ministration, The President replied that his at- tention had of late been frequently -called to | complaints against General Emory, which, though not ofa nature in any way amecting his reputa- tion as an eMcient officer, yet were sufficient to | impress upon him the necessity of making a change in the organization of the mt!itary depart- ment of the South, so that an officer of higher | & Tauk could be placed in command of it. Without | positively committing himself, the President said he would decide in a few days what should be done | to furtuer assure the people of the South that they | would be fully protected hereafter against the law- | Jess acts of the White Leaguers in Louisiana, Ala- bama and Mississippi. The delegation then with- sala win | P NEW YORK HERALIX’ THURSDAY, DECEMBER can be to examine tato his political record; and i* i the republican party can afford to hear the evi- déuce he ts ready to give concerning the famous midwignt order and Governor Kel- logg’s election and administration hy ts ready to tell the whole truth, but 3 no lear that it will injure his chances for a seat. It is now positive that the new Legislature of Louisiana will meet beiore Congress reassemodles and while the people o! Louisiana have still only @ de Jago government, Whatever may be the num- ber of conservative members returned oy the Re- turning Board, it will be tmpossivle to elect a republican Senator, for Pincnoack has declared that he will use every influence at his commana to eiect a democrat if the republicaD Senators preier de mocrats to negroes.
