10 WHEW YORK HERALJ.” THURSDAY, DECEMBER 2 ~ WASHINGTON. FROM OUR SPECIAL CORRESPONDENT. septs Wasminoton, Dec. %3, 1874, REPUBLICAN DISSATISFACTION WITH THE SENATE FINANCE BILL IN THE HOUSE—ITS AMEND- MENT OR DEFEAT PROBABLE. ‘The Senate’s Fimance bili does not improve on Acquaintance, The more it {s scrutinized by intel- ligent members of the House the less they are sat- ished with it, and this morning it Was not dimeuit to find men on the floor who privately denounced it. It may pass the House, as it passed the Senate, by a strict party vote, as a strict party measure. It js Set down as the special order for the Btn of January, and this 18a success for the enemies of the bill, because by that time the press and public sentiment can be beard upon its demerits. Of course the mass of opinion on it in the House is party opinion, and therefore of little importance; but a number of repubitcan members quietly said they would go home and hear what was sud of the measure there, and afew will not vote for {vat all unless it is materially changed. points are certain—frst, that the oil will not el- fect a contraction of the currency, because, & everboay bere sees, Do new bauk currency will be asked for under present circumstances, and, until | there 18, no contraction of legal tenders author- ized; second, the bul! distinctly does not forbid the reissue of the redeemed legal tenders, and Senator Sherman's language yesterday in the Senate, in explaining this part of the measum, plainly showed that the authors of the bill did not Mean to forbid such feissue, Gnd that those who support the bill do so with the plain understand- ing that the legal tenders may be re issued and willnot be cancelled. If atany time a Secretary of the Treasury should choose to reissue such notes he could justify himself by tne lan- guage of Mr. Sherman, It is not feared that Sec- retary Bristow will ever do so, but he may have a successor less Scrapulous. Un this last ground several republican members will refuse to vote for the bill when it Comes up; but it 1s quite pos- sible that by that time pubdiic opmion may de- mand important changes to be made, and it 1s not impossible that @ number of tne party may refuse to support the present Will at all, In six- teen days, mostly spent at home, many members will hear wise counsel, Speaker Blaine is going to Boston for a few days and will hear there opinions which may change his mind about this measure. He doea not pretend to be satisfied with It, but feels that something ought to be done and that this bill is better than uothing. FROM OUR REGULAR CORRESPONDENT. WASHINGTON, Dec, 23, 1874. CANVASS OF OPINIONS ON THE NEW FINANCE MEASURE AMONG MEMBERS OF THE HOUSE— PUBLIC SENTIMENT TO GUIDE THEIR ACTION. Upinions in the House on the Finance bill vary. Ex-Governor Ward, of New Jersey, gusto, It was very good and removed the doubt from the people’s mind as to when the republican. party was going to fix specie resumption. The bili could not be fixed up better if person hadall | his own way about it, andit Was in fact just the | from tne | thing wanted. General McDougall, Auborn district,’ where he “hag been a banker, thought “It was all right, but,” with a@ laugh, “something near nothing.” Speaker Blaine said it would pass, General Hawley, of Connecticut, did not know about it, but would | wait to be enlightened by the banking interests of Connecticut during the recess before he would decice how to vole. The California delegation are for it, Representative William W. Phelps, of New Jersey, favored it only with the qualification of an amendment directing the destruction of the legal tenders as 800n as received at the Treasury in lieu of national bank notes issued. Messrs. Hale, of Maine, ana Schofield are in tavor of it, while General Butler is understood to oppose it, because ‘ne thinks he can frame a bet- ver bul” “Sanset” Cox has not made up his mind yet upon it, and Judge Kelley, of Pennsylvania, who shunned the House to-day, is violently opposed to and denounces the Measure as a!raud, asserting that his bill, proyid- img a three-sixty-flve interconvertible bond, is decidedly better ag one of relief. suid with | potatoes. vy | can be to examine Iato his political record; and i* er erence Mary (Br), Burns, Canning, NS, for New ‘Sehr Two | Mr. Randall | feels that “itis a purely partisan measare, and | will take its inevitable course.’ So does Mr. Beck, of Kentucky. Mr. Willard, of Michigan, is fully satisfied with it, and will vote for it with alacrity. | The democrats generally can be set down as féel- ing that, as it is a purely partisan measure and notTeally designed to benefit the country, they ‘Will not be caliea upon to vote for it, The oppo- sition will not be composed of, nor in any way represent those in favor of more greenbacks, GENERAL EMORY TO BE RELIEVED OF HIS COM- MAND BY GENERSL TERRY—A NEW MILITARY DEPARTMENT, SOUTHERN TROUBLES, TO BE CREATED. - INCLUDING THE FIELD OF THE | A delegation of Louisianians called upon the | ‘President to-day, and, through Representative Morey, asked bim to place General Yerry in com- mand of the jederal forces in Louisiana, as the | presence of General Emory was not calculated to mspire confidence among the friends of the ad- ministration, The President replied that his at tention had of late been frequently called to complaints against General Emory, which, though | bot ofa nature in any way affecting his reputa- | tion as an efficient officer, yet were sufficient to impress upon him the necessity of making a change in the organization of the military depart- ment of the South, so that an officer of higher Tank could be placed in command of it. Without positively committing himself, the President said he would decide in a few days what should be done to further assure the people of the South that they would be fully protected uereafter against the law- Jess acts of the White Leaguers in Louisiana, Ala- bama and Mississippi. The delegation then with- frew, leaving the secretary of War, who had been sent for, in consultation with the President. It {8 understood that a@ bew department will be created, embracing the States of Texas, Louisiana, Arkansas, Missis- Sippi, Alabama and Florida, which will be put undg the command o/ General Terry, and General Emory Will be ordered to his regiment, holding, &8 he doves, the {ull rank of colonel and tnat of general by brevet. At present the Military De- partment of the South embraces only the States ot Louisiana, Arkansas and Mississippi, and the Guif posts as far eastward as and emoracing Fort Jef- Jerson and Key West, Fla., exciuding the posts and garrisons in Mobile Bay. The object of the new departments is to piace ander one command ail the States where trouble may occur, This change, Southern republicans claim, wul calm the Jeeling of the White Leaguers and assure the people of the Gulf States that they have nothing to lear from lawless citizens while President Grant is at the bead o/ the government. FHE LOUISIANA CONTESTED SENATORSHIP— PINCHBACK ANXIOUS TO BE INVESTIGATED. In the republican Senate caucus to-day an at- tempt was made to have the claim of Mr. Pinch- back indorsed as a caucus xceashre, when Senator Edmunds, of Vermont, arose and appealed to the benators present. He had been as true as arepub- ican could be to the caucus measures, but Wf it Was intended to foist Mr. Pinchback upon the Senate beiore the charges pending against him Were investigated he should, for one, bolt the cancns and make the issue onthe floorof the Senate. Senator Frelinghuysen having also $0 ex- pressed himself, and the policy of the democratic members beg clearly understood, the matter ‘was not pressed 10 a vote, and Senator Morton, chairman of the Commitee on Privileges and Flections, when the Senate assempled, offerea a resolution to the effect that the credentials of Mr. Pinchback were valid, but that the charges of corruption ought “first to be investigated before deciding upon the merits of the prima facie claim of Pinchback to the seat,’ Mr. Thurman, of the Judiciary Committee, promptly objected to the consideration of the resolution, and under the rules if went over, and cannot be reached before the middle of January, by which time the sub-committee of the House Belect Committee on Southern affairs will be ready to report, Mr, Pinchback says that he 1s more BLxjous oO be jnyestivated than the committee the republican party can afford to hear the evl- dénce he is ready to give concerning the famous miduignt order and Governor Kel- selection and sdministration he 13 pa to tell the Whole truth, but has no jear that it will injure his chances f It is now positive that the new Li Louisiana will meet deiore Congre: and while the people o! Louisiana have still only @ de facko government, Whatever may de the num- ber of conservative members returned by the Re- tarning Board, it will be fmpossible to elect a republican Senator, for Pincndack has declared that be will use every influence at his commana to elect a democrat if the republicaD Senators preier Ge mocrats to negroes.
