To THE EpiTOR oF THE HERALD:— Jacxson, Miss., Dec, 9, 1874, 1 take this as an opportunity to present an inci @ent of the suffering of the colored people of the Seuth im their slow and uncertain course toward personal liberty and personal security, with the hope that the great generous heart of the nation may be moved, because I have yet to see political events at the South reported fairly for republicans; and, least of all, to set myself right before the people. That I should be fairly repre- sented cannot be expected from a partisan oppo- sition whichcan find {tin their hearts to put scores of men to death tor political Feasons. Such an opposition cannot justice to an opponent, nor hag one either tme or inclination to correct constant misrepre- | sentation, The present troubles in Vicksburg are ‘ut the natural outgrowth of the violence of last | Angust’s election and are, in my opinion, for po- | Aatical purposes, WHAT THE “LEAGUES” ARE DOING. ‘The white leagues at one time and taxpayers’ league at another have been for some time through | of the omcials, were stolen from the Court House. | ‘their committees examining the books and papers of the county officials, They, the leaguers, atis said, forced themselves on the Grand Jury and after a lengthy session found indictments against but one county official, a colorea man, by the name of Davenport. This information, rela- tive to the action of the Grand Jury, I wecetved from the foreman of said jury and | she leaguers. No charge was made against the officiai conduct of Sherif Crosby. 1 know he hhas made his settlements to date. They antici- | pated—so said the foreman of the Grand Jury re- serred to—that the county would be defrauded be- eause Crosby’s bond was not sufficient. Here let me say, republican officials who have to give bonds are constantly being attacked through them and embarrassed beyond measure, yet the number of | @efaulters in the Siate during the past year have been more numerous among democratic officials general alarm was given, and @ detachment of | and for a greater amount, so say all our reports, | than among repudlican officials. The leaguers | pretend to eay that THE PETIT JURY WILL BE PACKED to acquit Davenport and two ex-county officials against whoindictments have b een found. So jar as | know—so far as I could learn from the foreman of tne Grand Jury—ihe indictment against Davenport and the pretended tear of packed juries were the only cause of the present usurpa- tions and bloodshed in that city. Alter a meet- amg Of the so-called taxpayers a committee waited en Crosby and demanded his resignation. Crosby declined to ‘resign, and asked what charges had been preferred against him. The chairman of the committee stated they were only imstracted to ask nis immediate resignation. Afterward a mob of some 600 waited on him and he resigned to save his life—so he has stated to me. The other oOfficiais to be waited on made their escape or secretea themselves. The Circuit Court was in session, and the | Judge, being deprived of his Sheriff, came down from the bench and was going to leave the room, bat (solam informed by an eye witness) was Jorced to return to it and adjourn the court toa Biven day. JUDGE BROWN’S REPORT, ‘The following is a note received by me from the Judge :— Jo His Excellency Governor AMES:— At becomes my daty to in‘orm you that an organ- ized mob, composed of several nundred armed men, have this evening taken jsoreible jon of the Court House and jail of this county, and forced most of the county oMcers to resign or flee to the country for protection, The mob is in possession of the records of the offices, and Threaten violence to any oue who does not recog- mize their authority. My court 1s imsession, but I am powerless and cannot execute the law. Upon the arrival of.General Packer he greeted me with these words:—“l bi come by @ epectal train to save Crosby’s life. They say if they get @ ‘Yelegram that the Unised States troops are coming to Vicksburg before the resignation of Crosby can be accepted by the Beard of Supervisors Crosby ‘Will be put to death.” 1 had not sens for United States troops. My Teply was that I could not hold any intercourse with the mob in Vicksburg. Last evening I wsaued.a call forthe Legislature to assemble to-day. I heard that fighting was taking place in @ remoge part of Warren county. Vicksburg is the county seat of Warren county, Such. In brief, are the facts. It was an attaek in three separate columns by negroes upon the city. The cause of this attack can be stated in.a few words. | For six months Sheriff Peter Crosby (colored) has been exercising the functions of tne office without having given a legal oond. The Board of County | Supervisors refused to order him to give | the reguiar bond, and the time arew on to pay the county taxes, some $200,000. The Cnaneery Clerk was without any bond what- ever, and under an indictment for embezgiement and forgery, a3 was his predecessor, Cardose, the present State Superintendent of Education. CHABOES AGAINST THE SHESIFF. Notwithstanding his indictments the Sherif was | notoriously packing juries, and three weeks ago the county reeords, bearing evidence of the guitt | ‘The Taxpayers’ Association, composed of the pest | citizens and property holders, held a meeting !ast Wednesday, and in a body went to the Court House and demanded the resignation of the Sheriff, | the Chancery Clerk, the Treasurer, and the | Coroner. The Sheriff only was found, and he | reigned. The Sheriff then went to Jackson to consult with Governor Ames. FIGHTING ON THE OLD GROUND, A few minutes after thie engagement a detach- ment of citizens, sent out on the Jackson road on | the northeast side, encountered @ large body of negroes, strongly intrenched in the old federal | breastworks, just west of the monument where Pemberton § surrendered, The fight here lasted an hour, and wasthe most ganguin- | ary fight of the day. The infantry tn front | engaged the negroes, while the cavairy charged | their flanks. The negroes fled in wild disorder and twenty-five were killed and wounded. Oliver | Brown, white, was also killed. ~ THE THIRD BATTLE. About the same time three companies of citizens met 250 negroes on Cherry street, South, and, with a yell, charged on them, driving them from thetr strong position on the hill with light loss, The cavairy at other points dispersed the negroes and by noon the war was over. Sheriff Crosby was arrested early and put under guard at the Court House. On Monday night an effort was made to lynch him, but the deed was prevented by tne white guard. On Tuesday after- noon the funeral procession of Oliver Brown, while passing Snyder’s Biufl, near the city, firea into by negroes, and William Vaughan, a citizen, was killed. | To-day everything is quiet and business has been resamed in the city.
