THE CROP MOVEMENT WALL STREET, SUNDAY, Sept. 20, 1874, In the week which closed yesterday we passed ~on Friday, September 14, the anniversary of the initial event of that distressing period which will pass into history as the great panic of 1878—Vviz., the failure of the house of Jay Cooxe & Co, That a disaster of tts kiud should take its rise, a8 it were, or, at all events, tind its first outspoken ex- pression, in the suspension of this house—~a house closely identihed with the government, born, it might be saia, of the new financial policy inaug- ‘urated by Secretary Chase as a war measure, and Yendered rich and powerful through the profits it derived in aiding the carrying out of that policy— bad in It a significance not iully Guderstood then, but which, viewed from THE STANDPOINT OF A YEAR'S LATER EXPERIENCE, is alike instructive and consolatory. We see now, and nowhere more clearly than in this initial failure, thar the panic of 1873 was nothing more or Jess than a monetary crisis, wholly removed from ‘industrial sources of disturbance, but result- ing simply from the undue issue of paper money and the nheediess speculation it stimulated. In the existence of Jay Cooke & Co. was to be found the presentment of the one, in the Northern Pacific Ratiroud the repre- sentation of the other, ‘The shock which the coun- try sustained when the utter heresy of the new tgospel of paper money was demonstrated in the Yallure of this house, the frst ol its prophets, 1s still too actively alive in the minds of the people, ana lingers yet too mucti in all the departments Of business to need particularization here, But how do we stand to-day in view of these events of last year, whose commerioration {3 so recent ? Seriously damaged it cannot be denied; but, con- Sidering the tornado of ruin and distrust which followed the single event quoted above, not cis- heartened, and with a recuperative strength that indicates more than ail else that the disturbance through which we have passed and from which we are steadily recovering arose not from any causes affecting vitaily the sources of our prosperity as a people or a nation, but was the consequence merely of excrescent effects which followed the attempt to continue in time of peace false financial Principles accepted in a time of war not as sound or stable, but asa mere temporary expedient to meet an immediate necessity in a serious crisis, to be cast aside as quickly as possible when that crisis had passed, emerging from that confusion which naturally re- sulted from a mistaken financial policy on the Part.ofthe government, a confusion not only ot ‘Vaines but of responsibility, RBOOVERING FROM & PANIC IS ALWAYS SLOW, ‘and especially is this likely to be the case where ‘that panic is connected witi a monetary system that bas within itself no sound basis of value, but reflects mercly the changefui needs ol daily barter, Wt may then be safely said we will never be wholly relieved of the depressing effects of the 173 panic antilwe have got back to a hard money status. STATISTICS OF THK CURKENT COTTON MOVEMENT. The Financial Chronicle of Saturday gives the following “returns showing the recetpts, exports, &c., of cotton for the week ending Friday evening, September 1%, 1t appears that the total reveipts for the seven days reached 28,095 bales, against 14,506 bales last week, 5,656 bales the previous week und 5,850 bales three Weeks since, making the total receipts since the Ist o/ September, 1874, -47,699 bales, aguinst 44,093 bales jor the same period of 1872—showlng an increase since Sep- tember 1, 1874, of 3.608 bales. ‘The exports for the game week reached a toral of vales, Of Which - 3,182 were to Great Britain, none (yo France and 44 W tho rest of the Continue while the stocks, a3 made op this evening, are now 109,877 bales.
