What Is Done, What Is Being Dono What Congress Should Do, and An afternoon or so ago a HERALD representative atepped from one of the East River steamboats at Astoria dock, and turned his tace to where the plames of fleecy smoke aud the snbdued murmur of machinery announced that the drilling opera- ‘tions againat the rocky reef that extends danger- Susly beyond Halletv’s Point, L. L, into what is mown as “Hell Gate,” were in active operation. He had been sent thither for the purpose of ex- amtping the progress of the work. The complica- tiotis Undersjood to surround the appropriation made by Congress for the improvement of the East River, 80 far as regards the special help tothe Work at “Hell Gete,” were so vaguely understood that it was deemed necessary to have a lucid feottal of the facts, For that purpose, and also with # view to examine personally the work as it now is, we knocked at a modest Sottage, situatea within a stone’s throw o1 the shaft, and asked for Captain William H. Heuer, of Me corps of Engineers, United States Army, who Wein charge of the enterprise.
