Riplomatie Complications with the Argen tine Confederation. The Rise of a Sect of Strange Religious Fanatics, A NEW RATE OF TARIFFS, RIO JANEIRO, July 7, 1874. A very serious incident has occurred at the Opper Uruguay, which, if the Argentines show sheir customary proclivities toward rough and Digbehanded action, may be the signal for the war which has so long been in threatening pendency between the Confederation and Brazil, Up to the last dates irom Buenos Ayres, however, news of the affair had not been received, and we know not as yet what effect 11 will have there, THE CASUS BELLI. On the Upper Uruguay, which lies between the Brazilian province of Rio Grande do Sui and the Argentine one of Corrientes, the Brazilians have a Motilla, Which now consists of two small monitors, two gunboats, two armed scows and an armed launch, besides some minor craft. On the 18th of June the frat surgeon of the flotilla was ashore at Alvear, a small village and military post of the Argentines, and while walking pacifically along he was sud- flenly set upon by two Italians, who severely rounded him ani left him for dead. The motive for this unprovoked attack is supposed to have Deen revenge, because two Italian doctors, who had commenced practice in the opposite Brazilian town of Itagni, were forced to leave through being Shreatened with a prosecution for practising with- puta Brazilian diploma. The Brazilian Commo- Gore demanded the punishment of the would-be assassins, who were well known, but the Argen- tine Commandant equivocated and would take no Steps to arrest them, though they walked openly shroagh the village and made no secret of their aot. Finally, wearied with the dodgings of the \ Oommandant, Commodore Pzendaski demanded, On the 2ist, that the criminals should be delivered tohim before noon of the 22d or he would bom- bard the place.
