At eight o’clock yeaterday morning the lower precinct police station, was packed with children, ‘They each held tickets for the second picnic excur- sion of the Poor Children’s Excursion Fund, given to the children of the Fourth ward, Captain Ulman and his oMcers took charge of marshalling the post in line, the tittle girls at the heaa, led by | the Governor’s [sland Band.
