= q FINANCIAL AND COMMERCLAL. Further Effect of the New Currency Bill in Speculative Circles. STOCKS ACTIVE, BUT UNSTEADY ‘Gold Lower—Foreign Exchange Steady—In- Vestment Securities Quiet, Money Active at 4 and 5 Per Cent on Call. MonDay, Juba pr P. ru} The feature of the day’s business bere was the wefiective action of the new-born buoyancy pre- wailing in business circles and the sudden develop- ment of an active money market. In respect to ‘the occasion of the latter there was more than one explanation proffered, which may be noted, ‘frat, as the increasing activity in dealings on the Stock Exchange, which, nowever remarkable, was ‘mot suMicient in its entire volume as compared ‘with the business of some days last week when money ruled at 2.and 3 per cent to account for an advance in rates to4 and 5 per cent to-day. The second explanation of this sudden rise ascribed it to the operation of the new Carrency bill, which, | requiring banks to keep a reserve in legal tenders | of 5 per cent of their circulation at the Treasury in Washington, and reiteving the banks of the ne- cessity of any iurther reserve against circulation, | caused adrain upon the banks of this city, not alone of their own required 5 per cent, but also of 80 much of TAK FIFTEEN PER CENT RESERVE OF COUNTRY BANKS AGAINST CIRCULATION, as has been heretolore placed on deposit here, five per cent of that amount to be of course trans- ferred to Washington and the remaining ten per cent to be taken nome for employment. It would appear irom the latter explanation, which cer- tainly seems to represent more closely the opera- tion of legitimate business, as if the effect likely ‘to ensue had been largely exaggerated. The en- tire reserve required to be kept on hand at Wash- ington is only $17,000,000 legal tenders, against the whole national bank circulation of $340,000,000, New York, of course, must supply its quota for its own circulation, which will not be heavily felt in view of the surplus over the required legal re- serve against deposits shown in the last bank Statement of $24,405,200, But in addition the country banks, being refieved of the necessity of keeping on hand their former proportion of fifteen per cent in lawiul money of their veirculation, will naturally draw on New York for so much of that amount, begianing with the necessary five per cent to be sent to Washing- ton, and adding the rest until the whole fs | ‘absorbed, as they can find employment for at home, Now, while the first effect of this is con- traction just here, it must be remembered that ‘this is not the only redemptioa city, and OUR PROPORTION OF THE FUNDS IN COUNTRY BANKS does not probably reach such a figure, the with- drawal of which, under such contingencies, even to the extent of the entire amount held here, ‘would produce any dangerous stringency at this seasun of the year; and in the present condition “of business jus: emerging irom a prolonged stag- nation, while there ia the positive assurance that should that money be so withdrawn in bulk even, ‘it will only be for such employment as will directly stimulate general trade, whereby we shall be | Louisiana & Mo Ist, gtd ‘3 jake. In the first Supposed case legitimate trade will be targely benefited, which is the only substantial founda- | tion of real value, while in the latter only mere ephemeral speculation would find profit. Thus it ‘will be seen that go far as the stock market was affected to-day by this preliminary action of the *Ourrency bill, real and supposed (and it went off ‘4n,the aiternoon to some extent because of this), it \weakened upon the illogical assumption that the surplus money now heid in the New York banks was going to find permanent employment in the country districts, FOR THE IMPROVEMENT OF REAL VALUES tn railway and other share property dealt in on the Stock Exchange nothing better could happen ‘than that every dollar of it be withdrawn, and be :@o held away inthe steady uses of trade. A tew years experience of Wall street suMices toconvince the looker on that stocks are strongest in an active money market, when that is a normal feature of the situation, and not the result vof artificial causes producing a lockup, because active money means trade activity, and rallways earn most when such activity exists. A “bull’’ ‘suggestion in respect to the decline this afternoon, eminently characteristic of that class of specu- lators, was to the efect that artilicial manipula- tion was at work, the great “bear” leader being, of course, held responsible jor producing the stiffer feeling in money this alternoon, This, now- ever, 18 an open suspicion without anything to justify 1t other than the a@ posteriori necessity, that a certain effect being noticeable must be ref- erable to a cause. It willbe seen that ample | cause exists for this sudden turn in the condition | -of the money market other than any such individ- ual effort at producing it, and that it contains Init | MORE GROUND FOR HOPE ‘than occasion for uneasiness, There is a suspicion, however, in many minds which partly helped the reaction this afternoon, that prices have advanced too rapidly, and in this new growth of a confident tone in this market it woula not be surprising to | find within the next few days a more reticent teel- | ing on the part of outsiders in respect to pur | 5 chases, with perhaps a decline in prices. This is | not given, however, as a prediction, but to pre- | pare those not intimate with the character of stock | speculation not to be surprised should such occur, So far as the trade of the country is concerned any | auch exhibition of fluctuating values will be wholly outside of indications in respect to It. THE RESULTS OF DEALINGS ON THE STOCK BXCHANGE TO-DAY were an advance in the morning upon the leading speculative shares of to 35 per cent, which, of- fering @ profit to recent buyers, produced a realization helped py the causes noted above and a reaction and decline of from }4 to 2 per cent from | the highest point of the day.
