—yONK. River Thieves, Harbor Pirates and Their Patrons. WHAT JUNK COVERS. How Unruly Pigs of Lead and Iron Stray from Ships and Wharves To Be Im- pounded by the Junk Dealer. A CALL FOR POLICE VIGILANCE. ‘The thefts that are constantly occurring along the water front of New York city, from vessels dis- churging or loading, {rom lighters and canalboats, area perpetual source of annoyance to our mer- chants and citize While the aggregate loss to our commerce from this cause alone must amount vo hundreds of thousands of dollarsa year. This bject has recently been referred to by Police Superintendent Matsell in @ communication to the Police Commissioners, It {8 mnoto- rious that goods in transit from one part of the harbor to another are generally reported short at the point ofdelivery. A bag of cosee is missing, and nobody knows what has be- come of it; or half a dozen or more pigs of tron, lead, tin, slabs of spelter or ingots of copper have mysteriously disappeared, to the intense astonish- ment of those in charge of them. Dock thieves and “water rats’ are charged with having stolen them, and, no doubt, oiten with perfect truth; but At is evident that there must have been a lack of vigilance on the part of those to whom the goods were intrusted which almost amounts to crime, or else thetr ignorance of what has become of the missing articles is a pretence. It ig by no means an uncommon occurrence on our Tivers at night for a boat, manned by @ crew of Tiver thieves, to pull up alongside a lignter making its slow way across the harbor, and to have the Master of the lighter addres:ed, ‘‘Halloa, Cap! anything on board to-night you don’t want?’ Sometimes the Captain may have something that he can profitably transfer to the smaller craft, and, of course, although he may not be able to tell what. has become of it, or where it bas been disposed of, he will, without doubt, know where to find his sbare of whatever has been got forit, These river pirates are well organized, and conduct their ne- rious work with considerable skill and with an @udacity which can only come irom a consclous- ness of power to escape punishment. ‘They are RARELY CAUGHT AND SELDOM PUNISHED. So long as they refrain from outrageous assaults upon the persons of those who may resist them they are scarcely ever arrested, while it 18 next to impossible to iaentily’ the goods ‘hey carry off on account of their nature. Bebing all these systems of orgauized theit—by dock thieves, river pirates, lourgers around ma- chine shops, founderies aud metal warehouses, dis- honest porters and cartmen, lightermen and canal bvoatimen—looms the junk store, furnishing tempta- Uen to steal, compensation more or less, gener- ally less, for the theft and encouragement to con- tinue in evildomg. There are abvut 200 firms of wok dealers licensed to keep store in this city, sides those who are licensed only to drive a wagon or a handcart, and the aggregate amount of ‘business done by them reaches to the value of several millions a year. It 1s impossibie for the lice to exer y strict supervision over such a number of or amount of busi- ness; but still the urgent necessities of the im- porter, merchant and shipowner call loudly for something to be done that will put a stop to this lawless and highhanded appropriation of otmer people’s property. A vessel at any of our piers when discharging a cargo of this kind is closely watched by the river thieves, and ax the old iron ‘is worth but little per pouna not much attention is paid to iron Jand- ing by the owners or consignees, whose care is mainly absorbed by the more valuable portions of the cargo. They may even leave the old metal lying on the whart ail night without a watchman to look after it. If they do the chances are that the morning will reveal 4 startling shrinkage m the quantity, a8 compared with that left on the previous evening, for under such favorable circum- stances the thieves carry it off by the boat load. The piers, moreover, very imperiectly watched, and the force of police within call to assist in mak- ing arrests is usually entirely inadequate to cope with the united resistance of a party of these desperadoes, Occastonully, also, a watchman will be appointed to attend to a certain cargo lying on the dock, while goods from another vessel may be lying alongside of him with no one to watcn them, the owners perhaps thinking that, as there was one man to be around the dock ali night, | they might save the expense of hiring one for themselves. The dock thief soon finds tnis out, and the watchman is hatled during the night by a boat load of the fraternity, who inquire’ whose goods he i8 watching. He informs them, and they forthwith pro- ceed to help themselves to the other cargo. The watchman, so long as they leave hix charge alone, does not deem it his duty to interfere with their proceedings, either by sounaing an alarm or otherwise. Perbaps he thinks it serves the own- ers right; if they had been less economical ne might bave had a companion to relieve the tedium of the dull midnignt hours by such interchange of thought and experience as they were capable of and the circumstances Bugaenteds or he himself might earn double salarv by doing double duty, At ail events, he permits the goods to be carried off in peace, and may peed in the morning that he ‘was not hired to waich two cargoes, and had quite enough to do to look alter his own business. Impressed with the convenience and respecta- bility of a certain neighborhood I selected it fora permanent residence several years ago, but of late have observed that most of the families that once jave character and value to property hereabouts are gradually withdrawing thereirom, and houses formerly commanding a high price cannot find pur- chasers now at half their former value, And why? Because those intrusted with the surveillance of the community will not take the trouble to correct the abuses that Spring up like mushrooms in every direction. One of the worst of this kind in our midst 18 @ noisy lager beer saloon, with its nauseating train of huge wagons filied with empty kegs obstructing the thorougniare at ali times, aud rendering the neighborhood intolerable with the effluvium. Nor ts viiis all, for, in order to pro- vide abundance of customers to the frothy bever- fe, the owners keep up a nolay pandemonium which they style ‘ballroom,’ on Sunday especi- ally, which in these sultry, sleepless nights, when open windows are & necessity, does not add ma- terially to the com/ort of oppressed humanit: A sequel to this attractive resort of “night birds” and the like 18 the number of houses ol a doubtiul character constantly encroaching upon the neighborhood, which it is feared will eventually swallow up even the empty kegs obstructing the thoroughfare, and which last would not be a great misfortune after all. Next to thi 9 beer saloon comes a stray grocery store—whose proper place, I imagine, ought to be on one of the avenues—with its piles of vegetable stuif, in all stages of ripeness; soap, hard and soft; brooms, clean and unclean; empty barrels, watch dogs, &C., obstructing the side- walk and disgractug the street. Like tie tormer, its owner doubtless considers the thoroughfare especially devoted to own convenience, stabling bis carts and wagons in front of his store and using the adjoining space tor the accommodation of those of his customers, to the great inconvenience and annoyance of neighboring houses. Another jager beer establishment, lately started near this place, sotually uses the sidewalk as a sign of ita trade, by storing away the empty ke; upon it in a pyramidal torm, the better to call the attention of thirsty pedestrians, J could inform you of numberiess other nuisances, unworthy of a civilized community, but will not trespass loneey, upon your valuable space and time. Now, . Editor, the police are well aware of these irregularities, but, for reasons best known to themselves, wili never take pains to redress them.
