THE REPORT was read by the chairman of the special commit- tee, and evoked repeated rounds of hearty applaose at all the telling points It sets jorth that last summer, when the facts be- came wellknown tuat taxation had steadily in- creased, and that officials, ex-officials and con- tractors had waxed iwordimately wealthy throngh their «connection with the city government, or rather the ring, a demand was made for wn exXtensrve investigation, ‘the Common Council Semi-omiciaily promised that a commitvee of citi- zens would be appointed accordingly; but on the | Meeting night, instead of keeping its promise, it equeiched the resolution passed and empowered a coromittee of its own members to make the inves- tugation, meanwhile copfessin; ing the charges made ‘that the city had been robbed. This they did by | reporting that the Tax Receiver, Jonn A. Broad- ‘well, was discovered to be a defaulter to the amount of $4,200, and bow much more they | knew not. ‘They removed Broadwell. ‘the reso- tution for a citizens’ committee was squelched | by Boss Stainsby, who gave as a reason that be- | | ‘cause the officiais themselves had discovered and | ong @ robber they were the proper persons | ‘© go on with the investigation. But this dust | opened instead of blinding the people’s eyes. They | demanded wh fureret committee. They met in mass | sconvention y chose one. At first the officals “were ALL SMILES. AS soon, however, as the investigators displayed | an intelligent intenwon to delve into the mysteries | ~of the finances the oMcials threw off their masks | -aud boldly defied the people by giving a poimt | blank refusal to allow the committee to examine the Keys to the accounts—the books of City Auditor Dawes. The whole press of Newark, with a single exception, joined issue with the offic! and used the utmost endeavors to Saseien the committee as Stainsby had squelched the resolution. But it Was not to ve squeiched. It worked in, and on a mere comparison of the official yearly reports prepared and offeiais tor public information it was shown that the public funds had been handied in a most u- Tegular manner; that a series of BOND AND BALANCE DISCREPANCIES Were found grossly at variance with good, plain, simple and houest business conduct—discrepancies | which, if iound by any business firm or corpora- Yon in the assets of their servants, would surely | Fesult in their being discharged and branded as | incompetent, and, probably, a8 being dishonest. Proois were also proauced showing that Commis- gioner Joseph C. Tanny had used bis official knowl- edge for the pecuniary benefit of himself and | his family, in violation of bis oath of om in like manner proois were procured, says the re- port, showing that Dawes had clearly viol the law in countersigning warrants for hi dreds upon hundreds of thousands of dollars when | there was nO warrant of law to pay the same. } ‘The charter makes it the distinct duty of the Au- ditor to €Xamine and compare ail bills, vouchers, contracts, &c., belore signing them, Proof was | showD tuat in one instance where $4,000 was paid | out NO CONTRACT EXISTS even to this day. Numerous other smaller proofs of misconduct were shown. Testimony was also meerered proving that a leading oficial, the head of a department, had taken bribes, which infu- | enced bis oificial conduct. all the proois were laid | before the Grand Jury. The statnte of limita- | tion saved Dawes and the bribed official from indictments; but Stamsby, Young and a indicted and are now awaiting trial. The com- muitvee claim to have been fully vindicated by the grand juries and by the city government itsell, which, since the committee vegan work, bas turned over an entirely new leat, snutting down on big contracts, jobbery and extravagance, and even Jopping off notorious official corrupuonists, The report was warmly endorsed and unani- mously approved of. A motion by a committeeman to discharge the committee excited warm discus- ston, Which resulted in the committee being told to go on and tight the good fight to the bitter end.
