THE PUBLIC DEBT STATEMENT. - WALL STREsr, } Monpay, March 2—6 P.M. ‘The suggestive points of the speculation on the street to-day were, first, the announcement of the intended sale of gold during the present month by Becretary Richardson to the extent of $3,000,000, “SA secondly, the intelligence that a further Smount of ‘saa)“enders bad been issued from the so-called Jega, Ader reserve sufficient to make the total outstanding greenback circulation $382,000,000, The first mentioned circumstance excited universal surprise, at all events among those not posted, coming, as it did, im the face of a Genial made to a HERALD correspondent on Thure- @ay last by the Secretary upon inquiry as to the trath of ramors then prevailing on the street, The Himpawp of FRIDAY MORNING CONTAINED THE FOLLOWING ¢m ita Washington column, the same being an an- sewer, as before stated, to ap inquiry made:— Secretary Richardson authorizes the statement that a resumption of sales of gold has neither een considered nor determined upon. The gold re. ceipts continue small, all reports to the contrary notwithstanding, and'until there is a revival of the import trade it is hardly probable that the present policy wil) be changed. He alko says that when- ever the sale of gold is to be renewed ae pro- {mal will be afpounced as formerly, and will Rot be intimated in any other manner. ‘This, it may be urged on the part of the Secre- tary, contains no specific denial of the popular Yamor that sales of gold were intended in March; but surely it cannotbe that the interests of this country require such gauzy purrying with the truth, as such a defence supposes. Besides, how explain the fact of the announced sales following closely wpon a romor of such an intention on the part of the Secretary, when such sales had been inter- Mitted for six months, and earned, asa policy of Treasury management, the opposition of most of the intelligent financial minds of the country? There ts certainly little to be hoped for from a Sec- Yetary oapabie of such Mimsy expedients to dis- guise his weakness as tne chief fiscal officer of the United States, And here comes fHE EXYLANATION OF THIS REVIVED GOLD SELLING EXPERIMENT, The Secretary has to meet this month a demand Dpon him on account of pensions te the extent of $8,000,000 accrned indebtedness. Of course it may not be called for all at once, but it has tobe provided for. But if there was nothing in his previous course to render such an expectation il- lusory, vague and unsatisfactory, his conduct in this very matter of resuming the gold sales would furnish grave cause of uneasiness, Besides his Own utterances on the subject, it is further stated, Speaking of the legal tenders, “there is reason to believe that they will be called in as fast as the cur- fency balance in the Treasury will permit.” Con- traction of this sort possesses the same evil as ex- pansion, inasmuch as it renders ancertain by sub- Jecting to the caprice of one man the measure of value. Now would be the time for Congress to step in and relieve Mr. Richardson of the responst- bility, evidently too much for him, of de- termining that measure of valua In @ Fesponsible government like that of Eng- land, he could not hold office twenty-four hours in the tace of the indignant protest that has Come from the press and the country against his conduct in the management of the national finances, and his cqlleagues would be fortunate if Uhey escaped @ like severe rebuke for having placed him in a position to do such mischief, THE PUBLIO DEBT STATEMENT, which will be found below, shows an apparent de- erease for the month of February of $1,845,241, Dut an actual increase since June 30, 1873, of $7,061,353. The statement is placed in contrast with that last issued to illustrate the various changes. It will be seen that the reduction is largely accounted for in the increased substitution of five per cents for’six per cents and consequent saving on the interest account, THE STOCK MARKET to-day was subjected to various influences, which caused quite a revival of animatron, as will be seen by the official list of dealings printed below. In the morning it declined upon the further distrust of the future awakened by the published pro- | gramme for fresh sales of gold, but rallied again | in the afternoon, when the further addition to the outstanding legai tenders was learned. There wasa rather freer movement of merchan- dise to-day, notwithstanding the lower rate of gold. On Change a much better feeling obtained in breadstuffs, owing to the more favorable tenor of the European advices. Flour was in more re- quest and steadier, while wheat was comparatively active and decidedly higher, the market closing with still an advancing tendency. Corn was also the turn firmer at the close, fall Prices being bid for prime parcels. Oats were also firmer uader a good demand. Whiskey | was unchanged. Pork was still nominal, with little disposition to buy. Lard was a shade easier, closing quiet, Cotton ruled easter under the pres- sure of accumulating stock at the ports, and “futures” showed a recession of about 1-1éc. In naval stores the movement was moderate at prices showing no impor- tant variations, Petroleum, owing toa marked differ- ence in the views of bayers and se! activity and quite nominal in value. Coffee was firmer. Sugar duil of sale, with something of a downward ten- dency.
