An official denial is given to the New York Times story of the English fleet demanding the punishment of General Burriel, of Cuba notoriety. English Press Opinions on the Reported Spanish Demands—‘pain Should Make No Demand Untill the American Courts’ Decide. Lonpon, Dec. 23, 1873. The Times of this morning, alluding to the re- port that Spain has made a demand upon the United States for the restoration of the steamship ‘Virginius and the survivors surrendered at San- Siago de Cuba, says such action on the part of Spain would pe premature, despite the opinion of the Attorney General of the United States that the Virginius had no right to carry the American flag. Spain must wait until a United States Court has Settled the case of the vessel before proceeding further in the matter.’ NEWS FROM HAVANA, ‘Cuban Press Opinions—The Prisoners and Vessel Should Be Ke-Surrendered to Spain—Sickles’ Scalp Wanted—Polo Too Weak for the Volunteers—The ‘Want of Spanish National Force. Havana, Dec. 23, 1873, ‘The Diario de la Marina to-day claims that, as ‘the United States Attorney General has decided that the Virginius tilegally carried the American ag at the time of her capture, Spain must demana hher restoration and that of her surviving pris- Oners. It infers from the decision that the Vir- gintus was a pirate, and the United States govern- ment, besides restoration, must give Spain satis- faction adequate to the offence of requiring a sur- Tender. The Diario demands that the same vessel qhich received the Virginius at Bahia Honda re- turn her there, and that the Juniata BRING THE PRISONERS BACK 70 SANTIAGO, because the Virginius was the legal prize of the Tornado, and the prisoners can and should be tried only by Spanish tribunals. Spain is advised to BE CLEMENT WITH THEM and not to employ the full force of the law. The Diario concludes with the hope that General Sickles will not withdraw his resignation. SATISFACTION NOW WANTED FROM AMERICA. ‘The Voz de Cuba declares Spain now has the righ’ ¢todemand satisfaction trom the United States, and ‘the resignation of General Sickles is imperative in view of the awkward and ridiculous position in ‘which he is placed. In order to enforce her de- ‘mands Spain requires a more energetic minister at Washington than Admiral Polo, POOR SPAIN! The Diarto, in another article, bitterly com- plains-of the home government. It says:—‘‘No Spanish nation exists to-day. The nation is repre- sented only by egotistica! parties, There is no war cry. Therefore, our traditional enemies put their feet on our necks. Had Spain been united the Washington protocol would never have been ratified. The nation would never have permitted the shadow of such an outrage.” Groat Trouble in Settling the Financial Problem in Cuba. Havana, Dec. 23, 1873. ‘Yhe Junta, the Intendente and the leading mer- chanta continue to deliberate on plans for the solu- tion of the financial crisis, but the result is as far off as ever. THE VIRGINIUS INVESTIGATION. ‘The Inquiry Into the Character of the Virginius To Be Conducted in New York. WASHINGTON, Dec. 23, 1873. . It bas been ascertained from a prominent gov- ernment official that the investigation as tu the character of the Virginius will be conducted in New York, The government is powerless to pro- ceed against Patterson, to whom the register for that vessel was issued, on account of the statute of limitations; therefore no punishment can be in- flicted. Two years having elapsed since he ob- tained the papers he cannot be molested, but had all the facts been known within two years he would have been prosecuted for perjury. CUBAN DEMONSTRATIONS AT KEY WEST, _ Serenade to tne Herald—Great Enthu- siasm, and Vociferous Applause. Key West, Dec. 23, 1873. An immense demonstration of Cuvans and Ameri- cans took place this evening at the St. James Hotel. Resolutions were passed thanking the New Yor« Henravp for the dignified bec a taken on the Cuban question. ‘The Cuban residents turned out in force after- wards and serenaded the New York Heraip Bureau. After a brilliant display of fireworks, patriotic speeches were made by several promi- nent Cubans. The members of the HeRaLp Bureau acknowledged the compliment in short addresses, ‘which were received with vociferous applause. A special despatch from Berlin to the London Times says that in consequence of the alarming Tumors in regard to the health of the Emperor William an anxious crowd filled the square oppo- site the Royal Palace last night. The people were assured from the balcony that the Emperor was comparatively well, although confined to his room; but they refased to disperse. HIS MAJESTY ALIVE, BUT SERIOUSLY ILL, The Standard reports that rumors were per- sistently circulated yesterday of the Emperor's death. The Daily News reports that the hostile tone of recents pastorals issued by French bishops has caused the German government to renew its com- plaints to France, ITALY ANXIOUS FOR CORDIAL RELATIONS WITH THE REPUBLIO. Chevalier Nigra, the Italian Minister, had an in- terview with Preside nt MacMahon to-day, and pro- posed the resumption of cordial relations between France and Italy. BONAPARTIST FEELING ON THE DECLINE. There is strong opposition to the proposed grant of money to the ex-Empress Eugénie, BAZAINE. The Convicted Marshal Said to Have Filed from His Country. Paris, Dec. 23, 1873, The report of Bazaine’s flight is untounded. It is now stated that the ex-Marshal is to leave Paris to-night for Sainte Marguerite, his place of imprisonment. FRANCE. It is reported that Henri Rochefort has died at the penal settlement in New Caledonia. PEACE MEN IN FRATERNAL REUNION. The French Peace Society gave a banquet last night in honor of its secretary, M. Richard, who has just returned from a mission to Italy. A num- ber of Americans and Englishmen were among the guests, and toasts to the United States and Great Britain were given, ENGLAND. The creditors of the firm are in favor of the funding project. DEATHS FROM SCARLET FEVER AND THE DISEASE EXTENDING. The scarlet fever, in an unusually malignant form, prevails in parts of England.
