To THE EDITOR OF THE HERALD: In these exciting times ailow a comparative Stranger to you, but one whose name, for a period Of twenty-five years, is not unknown in the archives of the Secretary of State’s Department at ‘Washington, to say a few words about this abom- fmable, barbaric, yes, damnable crime that has been perpetrated by that most Catholic nation— Spain. What is the case, or, rather, how does the Case stand? First—Spain, not recoeninng a rebellion or bel- awe powers in Cuba, has herself committed a iratical act in seizing a vessel at sea while bear- ing @ foreign flag for protection. Second—It Spain was justified ia seizing the Vir- ginius and taking her as 4 prize or otherwise into one of her ports, the only manner in which she could deal with those on board was to declare them prisoners of war or under suspicion, and await the judgment of the Courts as to the clarac- ter and offence of the vessel. Now Spain, under the first head, as faras the butcher’s ship Tornado was concerned, has ad- waltted her piracy, and under the second head has proved the same; in other words, the Tornado was | B pirate. ItI mistake not, under the law of nations a pirate is ‘outside the law,” and therefore itis not B question for our government to decide, put rather for the Spanish government to decide, whether the Tornado is @ Spanish man-of-way or a pirate. Great Excitement in Kingstown Harbor. {From the London Standard, November 10.} KINGSTOWN, Nov. 10, 1873. The vessel burned in Kingstown harbor this morning was the Nangpore, of 1,521 tons, the prop- erty of Messrs, McKenuon, of Liverpool, and bound for that port from Calcutta, Her cargo—o! cotton, jute, saltpetre and manila—is said to have been worth £40,000, After entering the piers she let go two anchors, but they parted, and she drifted Wildly about the harbor, colliding with a schooner from Wicklow and two trawlers, all of which were greatly damaged. The schooner, indeed, is almost @ wreck, and her master was thrown overboard and drowned, The vessel continued burning and dritting throughout the night. The Lord Mayor of Dublin was down at the scene of the disaster at an early bour this morning, also Captain Ingram, with twoengines anda large detachment of the fire brigade. The flames on board the ship increasing, two six-pounders from the revenue cruiser Fanny were brought to bear upon her for the purpose of sinking her before the flre should reach the salt- petre, This expedient succeeded, and she now lies submerged in 28 feet of water. The greatest excitement prevailed in Kings- town all day, while efforts were peing made to Keep the flames from spreading from the Nang- pore to the other shipping in the harbor. Large crowds went from Dublin to witness the sight. It was late in the day when the shots from the cruiser sank her, which was only done after many ineffectual plans had been adopted to scuttle the vessel. The scene of her entrance into the harbor during the night is described as having been terri- bly exciting, as all her canvas was “drawing” and the wind nearly after her. To the surprise ot the lookers-on, there Appeared to be no effort made to shorten sail as she neared the harbor, going through the sea like a witch with her lee gunwale under water. It was not known by those on shore how terrible was the race which was being RUN FOR LIFE, or how great was the pert which every moment brought nearer, Notwithstanding the heavy gale and the wide spread of canvas on her spars none ofthem gave way, though they whipped like fish- ing-rods under the heavy and surging pressure to which they were subjected. The moon, which had not long risen, clearly revealed the ship in all her weird grandeur as she rushed throngh the heavy sea in volumes of smoke and spray spreading over her. On opening the harbor she rounded up grandly as the smoke driited to leeward. On she came, and still no effort appeared to be making to take in the canvas. Now a new terror presented itself, As the burning ship was rushing into the midst of the crowds of weather-bound vessels in the harbor it was evident that collision and fire were imminent. When about half a cable’s length inside | the east pier the burning ship let go her two anchors, and, as she rapidly wore to the strain, her canvas was taken aback and she began to draw her anchors and drilt to the southwestward, Nothing could exceed the consternation among the wind-bound vessels, as DESTRUCTION seemed to be inevitable to any craft coming in the way of the drifting ship. The crew were so ex- hausted from being at the pumps night and day, and trying te keep the fire under, that they were unable to take in canvas when she approached the harbor, She tirst fouled a fine schooner, deeply laden, and after a feartul crash the ill-fated vessel caping by jumping into the bowsprit rigging of the ngpore, Which still continued her stern course ll She came into collision with the schooner Pilot. In a few moments this Mlso was reduced to a mastless wreck. Pilot, Captain Thomas Ellis, who was in his berth, ran on deck, and was BLOWN OVERBOARD and drowned before assistance could reach him. ‘The anchors of the ship still dragged, and as she rose and fell in the seaway she carried away the moorings of the trawler Echo, ‘This little vessel, when cast loose, went rapidly to leeward, and tn a few moments was broken into atoms by the power- ful seas, breaking on the barriers beneath the Coast-guard station to the westward of the har- bor—a place where many 3 sad disaster to life and shipping has ere now occurred. The three col- lisions which the Nangpore experienced had the effect o! checking her wild course, and fortunately she came up to heranchors a little to the north- east of the Royal Irish Yacht club house. When it was known that she had saltpetre on board, and that an explosion was dreaded, the alarm became very great. At an eurly hour messengers were sent for the fire brigade, and to request the presence of the Lord Mayor. Within a halt hour alter the alarm had been given at the brigade sta- tion, Captain Ingram, with two engines and a large detachment of his men, was on the jetty, He had no means of shipping the engines so as to bring water to bear on THE BURNING CARGO and prevent the fames reaching the jute and salt- petre. He also found that no time was to be lost, and having gone on board the Nangpore he at once came to the conclusion that there was nothing to prevent @ further and greater disaster but to “scuttle? the ship at once by any means that could be procured, The only means within reach were the two six-pounders of the cruiser Queen Victoria, which he recommended to be shotted and fired at the Nangpore s0 as to hit her ‘‘be- tween wind and water.’’ His suggestion was acted on with the result as already stated.
