The force of the panic ds unquestionably broken. So far as tne metropo- ‘lis is concerned we are recuperating. The brunt Yef the storm has passed, and although its course ‘has been marked by a trail of dé¢bris sorrowtul to “ook upon, and though we may continue for many ‘days to hear of wrecks along the shore, the coun- ‘try is safe, and commerce wi!! soon be riding again At safe anchor. Before the Board commenced its session this morning an unusually large throng of ‘members gathered in the vestibule eager to plunge once more into THE AREA OF SPECULATION. As one of the members expressed it, they were “red hot for business.” he President had, appar- ently, anticipated this condition of affairs, and tit’ ‘doors were no sooner opeued and the crowd within them than he resorted to a species of excusable @trategy for the purpose of “pouring oil upon the rtroubled waters,’ He made a speech. He thanked ‘the members for their exercise of discretion, in- "yoked them to continued prudence and to help each ther to bear the burden that had fallen upon all. ‘Then he read them the rules that had been | ‘adopted by the Governing Committee—which, by ‘the way, having been published in every paper in New York, were known almost by ;beart—and dismissed the young gentlemen to ‘their work. A shower bath could not have been More effectual in cooling them off, and when, in five minutes afterwards, it was announced that Messrs. Smith & Seaver, who suspended just previous to the closing of the Exchange, would pay in full in cash all claims against them, the Hitrous oxide gas exhausted itself in three cheers, sand the Stock Exchange of New York settled down as quietiy to its brain-burning, soul-disturoing oc- cupation as if nothing had occurred to upset its nancial equanimity. THE COURSE OF BUSINESS ‘was even uninterrupted by excitement and verged upon duiness, In their desire to exercise caution aud maintain confidence members almost did in- justice to themselves. Nothing was apparent in ‘the shape of over-trading, and only here and there an effort showed itself to force an un- maturat advance, which was checked quickly as it was begun. None but Watural influences, therefore, operated upon Stocks. Opinion differs as to whether the value of certain among them is not even bow ex- a@ggerated to a degree that must result In ade- cline, but this is not a question to discuss at the present time. A little further on we may show ‘what the majority of these shares are intrinsically ‘worth, and thus enable those of our readers who ‘gre not directly identified with the interests of the Btreet to choose where they shall cast their net. It Ys enough that just now THE WHEELS OF SPECULATION -Bre again salely in motion, without ajar. When three o'clock arrived general congratulation was expressed that the day had lapsed so quietly; that the experiment had been successiul; that all contracts had been satisfactorily adjusted, and finally, as announced by tue Chairman of the committee appointed tor the purpose of Bcrutinizing business, that there had been no de- faultin the settlement of differences, This tem- porary good feeling, however, ought not to mislead Judgment. Prices should be kept down. Inflation should be checked. It is enough that money is now Inflated. THE MONEY MARKET was easier to-day, the rates asked being entirely within the command of the street. At first 4; per cent per diem was required, but subsequently there was an abundance offered at 34 per cent and at the close at 7 per cent, This Dialaly indicates an unlocking of coffers and the entrance of currency into its usual course of circulation. Legal tenders were likewise the subject of a premium of 2 or3 per cent, but alter the Stock Exchange was found to be in fulland successful operation, without ex- citement, the rate declined to merely nominal figures. FOREIGN EXCHANGE took part, in the general confidence manifested in the situation, by advancing to 106% for prim> sixty-day sterling and 108 for sight. arly sales were made at’ 1053s. Sight bills were sold all the way from 107% to 107%. Commercial bills are quoted about 1 or 1% per cent below bankers’ sterling. All these are incident indica- tive of improvement in the export trade. THE UNITED STATES TREASURY, __ The customs receipts to-day were $331,000; the receipts from internal revenue $124,250. TUESDAY, Sept. 30—6 P. M. There was an improved feeling in commercial circles to-day and confidence was increasing. There was more maaifest disposition to do busi- ness whenever possible, and transactions were of greater magnitude. The stagnation in the ex- change business continued, but sales could be effected readily enough on alow basis. The offer- ings of bills of exchange will necessarily be large for some time, as a large amount of wheat. pur- chased for October delivery, will be tendered to- morrow, and probably by far the larger proportion sold jor October will be ten- dered within a few days—thus neces- sitating the offering of a large amount of bills of exchange. The deadlock is happily in part removed, yet the movement is still.slow and bills have to be placed at unusually low figures, The better feeling elsewhere exerted a wholesome in- fluence on Change to-day, and though business was slow there was more doing than heretofore, while the markets were not nearly so irregular. Flour was firm. Wheat was more steady, but not active—the principal exporters having all they could doto make provision for their Oc- tober wheat, which they expect will be tendered | to-morrow.
