10 NEW ‘Y¥ PANIC AT THE FIFTH MIB “CHANNELS OP COMMERC |e eae ce Hore, ————— The Waterways to Check the Charges of the Railways. The Conference of the Congressional, Legislative | jostiing ene another ‘and Trade Committees—How Cheap Trans portation May Be Secured by the Ea largement of the Erie Canal—Only * $10,000,000 Needed for the Work—Junketing at Buffalo and Everybody Happy. BUFFALO, Sept. 19, 1273, This morning Senator Lewis, who had charge of the Transportation Committee since thetr arrival ‘@t Oneida last evening, the committee and mem- vers of the State Ligislature and principal members of the Produce Exchange, pro- ceeded to the Board of Trade Rooms, where they were met by many more prominent citizens. After @ general comversation they embarked on board the steam-yacht Falcon, the property of the Faiconwood Club, and inspected the harbor, ehip- ping and five miles of dock. They were shown the largest elevators and lake boats, which they ‘examined with considerable interest. They were ‘algo shown the method of the discharge and loading afgrain. This inspection ended, the yacht steamed 4own to the Club honse at Falconwood, where winch was partaken of, After lunch the Committee were taken in the yacht around Grand Island to Tonawanda, where they had the opportunity of seeing something of the extent of the lumber trade of Buffalo and also the extensive iron works of the Niagara Iron Company, now nearly completed: They then inspected the cable towing process on the Erie Canal, after which they were driven 4 the grounds of the new park, They then returned to the Tift Houss, where, at sight o’clock, about sixty gentlemen sat fown to dinner, Alter this a business session of the Committee was held. Senator Lewis intro- duced several gentlemen who mado statements in reference to the claims of Buffalo as to the enlarge- went of Erie Canal. George 8. Hazard said he belleved means of reducing the charges of transportation were within the practical grasp of the country, In his opinion water is the cheapest mode of trausportation. The first line of communication here into the takes was the Erie Canal, and it was the first means adopted for cheapening transportation, It has re- duced the transportation from seventy dollars to to $11 70 ton, What was wanted now was a canal three or four times its capacity. The Season of the Erie Canal is comparatively short and it cannot take more than 8,200,000 tons, The question now is, At what rate can boats carr; traMc on the canal? This is $275 per tom; tha gives a fair remuneration for investment of capi- tal. That would be about nine cents a bushel. The reduction was to come by boats being able to go on the canal of 600 and 650 bur- den, Then grain conid be carried, at five vents a bushel, Steam would, of course, be intro- duced, and that would carry six times greater quantity than now, The lake boats now carry 70,000 tons. This ciass of boat was limited by the janie of going over St. Clair Nats and the lime- wil these obstructions were removed our vessels would have an_ increase of tonnage of about 200 tons, Large cities of tie West owe their existence to the Erie Caual. Mr. Prosser urged that the present railroad fa- cilities would be sufficient, for railroads could not profitably reduce their present rates; but the Water rates Would be reduced, and by this means meet the capabilities of Montreal, for that city would be able then, he believed, to carry at the rate of five cents a bushel. In 1867 the then State Engineer and Mr. McAlpine since had estimated that cer- tain important alterations would cost $3,000,000, and he thought if Congress made appropriations | lor internal improvements for this work the sum of $10,000,000 would give those and all other needed enlargements. Insurance rates of New York anu Montreal some years ago averaged about the same, Assemblymen Alberger said that if the question of cheap transportation was to be practica'ly dealt with it must be done by the State con- troliing iat over railroads bya water route. As toa ship canal, to those who had travelled down along the route of the St. Lawrence River it seemed as though it were impracticable, for they had seen scarcely a sailing ship along the route. In investigating the value of diferent routes what the probable return cargo would be from each piace should be taken into account, In Oswego we were told that nearly all coal came by railroad. That was a very important question. Cyrus Clarke said that this A. M. fifteen vessels arrived in this harbor, averaging 450 tons each. These had been discuarged to-day and would to- morrow start with a return cargo. of coal A ton of cargo will cost from Chicago to Bul faio $6 80, and cannot be sent for less. Mr. Winslow, a builder of vessels, had told Mr. Clarke that he would take anthracite coal from Buffalo to the West at $1 perton and bring corn here at $5 80 per ton. e State of Pennsylvania had covered Buffalo with anthracite coal, and was not using the Hudson River for its transmission to the West. In 1863 the receipt of ce@ for shipment was 30,000 tons; hee 160,000; 1815, 18,000; 1870, 320,000; 1571, 350,000; 1873, 426, and, according to the tithate for the prese! year, 600,000 tons, What had caused the present demand for vessels was EB forward iron ore from Lake Superior. Senator Lewis, as Chairman oi the State Committee, said that he had never known a committee to Spend 80 much time and do so much work tn so short @ time as the Congressional Committee, and he thanked the committee for their courtesy. He ees expiaines. at length his views as to the Erie route. Senator Windom, in in revenee, to the remarks of State Senator Lewis, said:— Presuminy fast wien yk adjourn to-night our pleasan! official relations With Legislative Commi tee not the State of New York. wilt close, I beg to expre: ‘Mr. Chairman, and to the conmitteee you re resent ine fincere thanks of the Senate Cominitte for all’ the ‘Kind courtesies so generously extended to us and for the facilities you have | afforded, us, for the Lote of our Work, ord, 1 ee} to say at if, when you approach, the consideration the en- Jargement of the channels of commerce through Empire State ot this great Republic, you will caus their dimensions by the large-heartedness of your com- mittees and the people whom you represent, the over- flowing cranaries o/ the West will have ample facilities for reaching « market. The committee receive a delegation from Lock- dd to-morrow, and then inspect the Welland Daual at Niagara, previous sah going further West. WEATHER "REPORT. Litt Rock, Sept. 19, 1873. Governor Baxter has ordered an election to fill the vacaacies in the Legisiature—nine Senators and forty-oxe Representatives. This will neces. sitate a general election throughout the State in Dovemver ‘ The Wall Street Crash As It Affected the Crowd of Brekers, Bankers and Specu- lators at Midnight. «The exaltation of the crash came at midnight in the Fifth Avenue Hotel. For five hours a dense mass of well dressed men had been in the oorridora of the hotel. In the barroom an angry mob clamored for gin and seltzer, for rye whiskeys, for brandy and soda, for Santa Crus cock- tails and for “a small bottle of wine.” These were the drinks that assimilated to the palates of the unfortunate financiers, It is strange thing abous this mob of men who do business in Wali street untii four o’clock of every afternoon, that they should congregate at the Filth Avenue Hotel in times of panic to do themselves harm. The HERALD reporter walked among the swarm- ing, mad crowd. There were over a thousand male beings in the hotel, At the clerk’s office in the hotel a line of men were trying to send cards to people whom they knew but indifferently. In the room where are the files of newspapers which are never read and where humanity gazes at pho- tographs in a blank, stolid way, there were 300 meh. Theré was a great amount of financial slang among these people: “That's Henry a ” said one fellow. “There’s Vermily: said another, “These are all ‘tightened and scared; what will they do to-morrow ?’’ said another. ‘And still the crowd pressed. Atthe porch of the hotel there were @ great number of persons who were eager to talk to every individual who had sense to think and speak. “The presidents of the national banks will meet to-morrow, and they will stop this communistic business.” “Let them stop it,” said a stout, athletic fellow, who looked as if he had eaten an ox. Mr. Kiernan, @ broker, stated to the H#RALD re- orter that “the street was (everish in many ways; Bat he would recommend that every man in the street should pay his debts, and the earliest time that he did it would be his best reference.” A‘ eleven o'clock, in the Fifth Avenue Hotel, there was so much confusion and dismay amon: brokers and brokers’ clerks, and among bankers and bankers’ clerks that the majority of the guests of the house retired to bed, Bradiaugh, the English republican, stated toa frend that ‘he was aston- ished, and he had never seen such an excited people before.” THE RUN ON PHILADELPHIA BANKS, PHILADELPHIA, Sept. 19, 1873. The Fidelity Trust Company did not close at three P. M., but continued to meet all demands, Teceiving checks as late as five o'clock, at which hour over $900,000 had been paid out. Mr. Browne, President, sald he would keep open until mid- night if it were necessary, to show depositors that that institution was in @ sound condition and able to meet all claims, The Union Bauking Company was run upon up to the hour of closing, three o’clock, at which hour about $500,000 had been paid out. ‘There was a run Ge the nee Natioual Bank, but it did not amount much, TOUCHING BOTTOM. To-night there is a feeling prevailing that the worst has passed and that to-morrow will wituess @ decided change for the better. PUBLIC FUNDS SAFE. It is authoritatively stated that neither the State nor the city funds are disturbed, the State amd city treasurers having no connection whatever with Jay Cooke & Co. nor any of the encangered houses. CALLING ON PRESIDENT GRANT. President Grant is in town to-night and was Waited upon A and influential gentle- men, who, it sald ca the government to do something to strengthen t he money market, NO FINANCIAL SHOOK IN ST. LOUIS, Sr. Louts, Sept. 19, 1873. There was no excitement here to-day on account of the panic in New York. Business on ’Change was very quiet, and outside of a small decline in Wheat and bacon, from local causes, nothing uno- sual was noticeable in monetary circles and among banks and bankers, everything being caim and confident. None of our banks have large bal- ances in New York, and what they have are in old and solid incorporated institutions; therefore, no fears are entertatned ot losses. There has actually been no perceptible effect here in any department of trade other than a slight pause, which will be {oo temporary to produce any serious results. OINGINNATI NOT EXCITED, CINCINNATI, Sept. 19, 1873, News concerning the New York failures has been sought to-day with a great deal of interest, but has produced no excitement. There 1s @ feeling of general security with reference to our banks here, and no apprehensions are felt concerning our dealers in stocks, Transactions tn stocks during the last One or two months are said to have been unusually small. The impression appears general in our financiai circles that the regular business in- tereat of the country will not be seriously allected. CANADIAN PACIFIC RAILWAY.
