It 1s now exactly three montns since Colonel Thomas L, James, our present Postmaster, assuined. charge of his position, and in this short quarter ofa year his praises are sounded by everybody who has. any connection whatever with his department. In the present instance it cannot be said that “anew broom sweeps well,” for Mr. James is by no means @ stranger to executive affairs, the record he has brought from the Custom House, as Deputy Col- lector of the Third division and Storekeeper of the Port being ample proof of his great adminis- trative abijities in regulating offices and bringing order out of chaos. The gross irregularity of the mails has been a soarce of infinite annoyance to the public in general and the business community in particular. in fact {t had become a matter of reproach to refer even to postal affairs, 80 great had been the abuses practiced. In many instances ® great many things bad been ascribed to the Post Office which were undeserved, yet the bulk of the allegations were merited. THE GREAT IMPROVEMENTS which have marked Mr. James’ advent, however, have been like a well spring in an oasis, and form the topic of conversation everywhere. 1n order to ascertain the present status of affairs in our Post Office and inform the readers of the H&RALD upon the actual state of affairs existing there a repre- sentative of this journal was detailed to ascertain from Mr. James the full particulars of bis adminis- tration. Proceeding to the Post Ofice the reporter found Mr, James busily engaged at his desk, and after a cordial greeting proceeded to interview him, with the following result :. ReronreR—Mr, Postmaster, as everybody is speaking 80 well of your office, where heretofore only anathemas were heaped, and to ascertain from you officially the extent of the improvement Wrought since your taking possession of this de- partment, { have been detailed to obtain an official statement in order to acquaint the readers of the HERALD with the facts. PosTMASTER—I am at all times happy to see any member of the Press, especially those of the HERALD. Ever since my assumption of this office, the newspapers have been uniformly kind to me, which I thoroughly appreciate and Iam only too happy to give you any information in my power. REPORTER—You have made @ great many tnno- vations on old established rules by making radi- cal changes in the delivery system. PosTMASTER—Ever since I took charge here I have first studied the wants of the department, and when I became acquainted therewith I have endeavored to supply the deficiencies and correct existing evils. REPORTER—Will you please enumerate some of the evils thus discovered? POsTMASTER—I found that, although superin- tendents had charge of the several divisions, the men under them did not possess the discipline requisite to regulate so large and unwieldly a force. By making this statement I do not want to be understood to animadvert upon my predecessor, General Jones, who is the very embodiment of a gentleman; but he was so badly hampered by poli- ticlans that it was next to impossible to enforce the precision of action which is necessary in this office to carry on the business successfully. Be- sides that, I think that General Jones having been 80 shamefully betrayed by men in whom he had Placed such implicit faith, it has robbed him of the | usual energy of which he is possessed. For in- stance, the very first day I came here I found piles of FILLED MAIL BAGS STOWED AWAY IN A CORNER. On inquiring what they contained I was informed that they were filled with newspapers and city letters left over. I at once ordered every pouch opened, the matter, which in some cases was a week old, distributed, and ordered that henceforth and hereaiter not a single paper or letter should be left over night in the office, subjecting the offender to no less @ penalty than a summary dismissal. The order caused some growling, but has since been religiously executed. REPORTER—This, then, accounts in some measure for deltverics of letters and papers of back dates, of which there was so much tall PosTMASTER—Yes; but I can proudly say that complaints are now the exception and not the rule, You must, however, understand that we have many cases of fancied wrongs reported here. People who imagine that they have mailed a letter or caused a “trusty” person to mail the same tor them, and the epistie is not delivered upon time, come here and, instead of ascertain- ing facts, stand upon their dignity and abuse us. The other stations are served by the ‘Third avenue cars, The collections are made from lampposts about every hour in the day, except in the busy part of the city, in the vicinity of this office, where the collections are made every thirty minutes, between half-past three to six P. M., when the heavy South and West mails are de: spatched. We pay most particular attention to local matter, and endeavor to deliver letters in ‘about two oni time from mailing. In the London Post Office there are only four hundred boxes, ioe for the accommodation of those just named, and the great bulk of the mails is delivered by carriers. HOW APPOINTMENTS ARE MADE. It must be understood that between the close of mails and departure of trains we have only a short lapse of time, and by keeping back the mail matter the hands ofthis office are compelled to labor 80 much harder, which could be avoided if this (eos back did not exist.
